The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law and environmental governance. The Law Division promotes the contribution of environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs). This position is in the Environmental Policy Unit within the Environmental Conventions and Policy Branch of the Law Division at UNEP's Headquarters in Nairobi, Kenya. The incumbent will report to the Head of Environmental Policy Unit. Within delegated authority, the Programme Management Officer will be responsible for the following duties:

Responsibilities

  • Participates in the development, implementation and evaluation of programmes/projects assigned to the Environmental Policy Unit of the Division; monitors and analyzes project development and implementation; reviews relevant documents and reports and supports activities undertaken by the Unit; ensures that substantive work programmes and programmed activities are carried out in a timely fashion.
  • Assists in the review and analysis of issues and trends on environmental policy development, preparation of evaluations and studies concerning international governance in the field of the environment and support the development and implementation of intra and inter-divisional policies in the related areas.
  • Provides various substantive written outputs in the preparation of draft background papers, analysis, sections of reports and studies, inputs to publications.
  • Provides substantive support to relevant intergovernmental bodies such as United Nations Environment Assembly (UNEA) and governing bodies of other international organizations, including those of MEAs and will also provide support to the accomplishment of coherence and synergies of environmental policies in the United Nations System.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Knowledge and understanding of issues related to environmental policy and science policy interfaces in the context of environmental governance. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Education

  • Advanced university degree (Master's degree or equivalent) in environmental studies, environmental law, environmental management or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five years (5) of progressively responsible experience in project or programme management in relation to environmental governance, environmental law, sustainable development, or other related area is required.
  • Professional working experience on issues of science policy interfaces and environmental governance and policy issues is required.
  • Professional working experience on international and national level related to Multilateral Environmental Agreements on biodiversity, chemicals and wastes or climate change is desirable.
  • Experience in the UN system or other international organization is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the UN. Fluency in English is required for this post. Knowledge of another UN official language is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
