Job Purpose

Senior Humanitarian Advisors (SHAs) are a part of GOAL’s Emergency Response Unit; led by GOAL’s Humanitarian Director. This unit provides overall leadership and guidance to GOAL’s emergency preparedness and response function, leads GOAL’s emergency response during first phase in new territories or where additional capacity is required in exiting countries of operation, and leads on strategy entry into protracted crisis. GOAL’s Emergency Response Unit is primarily charged with developing and managing programmatic responses to rapid onset crises and ongoing complex emergencies, deploying to new emergencies.

The primary function of the SHA is to provide strategic support to GOAL’s emergency programming and surge management capacity to crisis responses in new and existing country programmes. The SHA will contribute fostering and building new partnerships at a global and on country levels to ensure that GOAL can effectively respond to crises. In addition, the SHA will have a focus of interest/expertise in health sector emergency response. The role will involve at least 30% travel.

Key Responsibilities

To support the effective preparatory action, planning, design, management and monitoring of GOAL’s emergency programming; specifically:

Humanitarian Operations Support

  • Respond to chronic or sudden onset humanitarian emergencies in new or existing country programmes; contribute to GOAL’s response as required on programme development and management, proposal writing, sectoral assessments, donor liaison and resource generation, external coordination, etc.
  • Travel and/or work in GOAL’s current protracted humanitarian programmes in a learning and advisory function.
  • Support the SHA Emergency Preparedness in strengthening GOAL’s readiness to respond to emergency crisis.

Humanitarian Partnerships

  • Support GOAL’s engagement with the localisation agenda and development of its capacity to implement crisis response with partners.
  • Support the development of strategic humanitarian partnerships including identifying partners that can increase GOALs reach and prepositioning for emergency response (Eg Charity Water, Project Concern International, etc.)
  • Support the ERU engagement with humanitarian networks and UN Cluster system.

The Person

  • Proven experience implementing humanitarian programmes at a senior management/CD level.
  • Notable experience of deploying to rapid and slow onset emergencies, including in a programme lead role.
  • Strategic programme development including successful proposal development for a wide array of humanitarian donors.
  • Developing security protocols and contingency planning.
  • Budgetary and financial management skills.
  • Highly flexible and organised, able to manage multiple, simultaneous demands and willing to take on new tasking (potentially involving travel) on an ad hoc basis.
  • Being able to work both on one’s own initiative and as part of a team in a high-pressure environment while adhering to deadlines.
  • Fluency in English (essential), Spanish, French or Arabic (desirable)
