The Chief of Party is responsible for the overall leadership, management and implementation of the Program and reports directly to the designated USAID Contracting Officer’s Representative (COR). S/he must supervise project implementation, serve as the principle interlocutor with USAID and the Government of Egypt (GOE), and ensure the project meets stated goals and reporting requirements. The ideal candidate will be a dynamic individual and seasoned manager, able to work effectively and respectfully with individuals from diverse backgrounds, experienced in STEM education, pre-service and in-service teacher training, and systems improvement to support STEM education programming.

Responsibilities

  • Provide overall vision, leadership, and management for the program;
  • Provide leadership for the development of programmatic approaches for all project activities – teacher training and mentoring, standards development, assessment, materials development, and systems strengthening in consultation with project specialists and partner organizations;
  • Oversee and provide guidance and technical support to project staff on core project activities; empower DCOP and project staff to carry out implementation plans;
  • Provide leadership and overall coordination for the development of the annual work plan and M&E plan; ensure quality assurance by using the work plan and M&E plans to track overall progress and results against each of the activity results;
  • Work closely with the donor representative, inform Ministry of Education of best practices and lessons learned from project activities;
  • Ensure the timely and quality completion of all program technical deliverables;
  • Serve as World Learning's liaison to USAID, government counterparts, local organizations, and program partners;
  • Identify and establish innovative partnerships in support of STEM education;
  • Serve as a key liaison among implementing partners, the Ministry of Education, and the Ministry of Higher Education;
  • Represent World Learning at meetings, professional events, and conferences as needed throughout the project;
  • Report regularly to World Learning headquarters, providing timely updates of all situational and program developments.

Requirements

  • A master’s degree (Ph.D. preferred) in Public Policy, Education, International Development or a relevant field from an internationally recognized university;
  • A minimum of fifteen years of professional experience in the successful implementation of international development programs, including substantial experience in leading complex Educational Reform projects at university and pre-university level, preferably STEM Education programs;
  • Proven leadership in the administration of similar sized international donor technical assistance projects;
  • Demonstrated success implementing donor-funded programming in the Middle East Region, preferably in Egypt;
  • Understanding of teacher preparation and in-service training programs and requirements in Egypt;
  • Progressive technical role in a development project in the field, preferably in the region and/or for a STEM education program;
  • Demonstrated ability to cultivate relationships with university faculty and management, ministry personnel, and external partners;
  • Demonstrated ability to seek out and develop opportunities for public-private partnerships;
  • Experience in overseeing monitoring and evaluation of development programs;
  • Excellent communication and diplomatic skills;
  • Proven team leadership capabilities;
  • Fluency in Arabic and English;
