Org. Setting and Reporting

The Departments of Peacekeeping Operations and Field Support (DPKO and DFS) plan, deploy, direct and manage peacekeeping and other operations under their responsibility to ensure the highest standards in the implementation of Security Council resolutions and other mandates. DPKO provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop, police and financial contributors, and parties to the conflict in the implementation of Security Council mandates. DPKO works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPKO also provides guidance and support on military, police, mine action and other issues relevant to UN political and peace-building missions. The post is located in the Policy and Best Practices Service of the Policy, Evaluation and Training Division of the Department of Peacekeeping Operations (DPKO) - Department of Field Support (DFS). The Policy and Best Practices Service (PBPS) provides policy and operational guidance to field missions on cross-cutting thematic areas and facilitates sharing knowledge and good practices on peacekeeping issues with all practitioners.


Within delegated authority, the HIV/AIDS Officer will be responsible for the following duties:

Guidance development:

  • Developing, implementing and maintaining coherent peacekeeping policies, strategies and operational guidance on HIV/AIDS and other diseases within the frame work for Occupational Safety and Health (OSH) risk management for Headquarters and field missions.
  • Ensuring that best practices are incorporated into DPKO/DFS OSH guidance for HIV/AIDS, and other similar diseases to include cross-cutting occupational health hazards and risk related mandates for prevention, hazard elimination, risk reduction and impact mitigation in peacekeeping operations.
  • Backstopping and supporting field missions on occupational health risk, including but not limited to HIV/AIDS and other disease risk management programming and capacity building.

Mainstreaming of HIV/AIDS awareness and prevention, to include prevention strategies of related health hazards and associated risks under the UN OSH framework:

  • Providing guidance, advice and support to DPKO/DFS on HIV/AIDS by ensuring that occupational safety and disease/health considerations are reflected in operational guidelines including for occupational safety, health and wellbeing, mission plans, mission programmes, mission budgets, peacekeeping mandates, troop and police contributing country guidelines and other associated resources and in all relevant reporting.
  • Liaising and advocating on primarily HIV/AIDS but also on cross cutting occupational disease hazard exposure and health risk, in the context of the UN OSH risk management framework and peacekeeping with key stakeholders, including Member States, in particular troop and police contributing countries.
  • Monitoring, evaluating and assessing programmes with regularly updated tools in keeping with current trends in HIV/AIDS, occupational safety and health, public health, disease hazards, prevention and risk control, general health/wellbeing, and producing related reporting on best practices, lessons learned, and overall programmatic work within the context of peacekeeping for use within the UN system, among Member States and for the purpose of resource mobilization.
  • Gathering, consolidating and analyzing strategic information from and for missions.


  • Initiating and coordinating outreach activities and forging close collaboration with Member States, UN entities (agencies, funds and programmes), NGOs and other strategic stakeholders, including research institutions, academia and other international organizations, civil society and the private sector.


Professionalism – Expert knowledge of peacekeeping strategic and programmatic policy frameworks, knowledge of occupational safety and health, public health and or occupational health and wellness promotion programming in peacekeeping or similar settings, especially as it relates to uniformed services. Demonstrated knowledge and skills for collaborative networking and communication with diverse stakeholders on HIV/AIDS risk management, occupational safety and/or health at national and international levels. Proven analytical ability, including on the identification of lessons learned and best practices, and ability to translate analysis into policy recommendations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently .

Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.


Advanced university degree (Master's degree or equivalent degree) in occupational safety and health, public health, safety and/or security risk management, social and behavioral sciences, international relations, programme development or related field is required. A first level university degree with a combination of relevant academic qualifications and two years’ experience at national and international levels relating to occupational safety and health, HIV/AIDS, safety and/or security risk management, peacekeeping and demonstrated experience in either of, or a combination of safety, security or public health risk management including the design and development of policies and strategies on occupational health risk, diseases, hazard prevention and/or risk mitigation, social and behavior change communication, and safety, security or health literacy may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of relevant experience at either national or international level relating to safety, health or security risk management issues, peacekeeping or development with demonstrated experience developing and implementing occupational safety and/or health and or similar risk management discipline programmes, including the design and development of related policies and strategies is required. Experience working on HIV/AIDS and related disease or health/wellbeing issues with diverse categories of personnel, including uniformed personnel is desirable. Proven ability to analyze and identify good practice and lessons learnt in the area of OSH, public health, infectious or vector borne disease, HIV/AIDS or related such diseases are desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of other UN official languages is an advantage.
