Job Summary

The position will oversee the implementation of the facility and community based nutrition, WASH and Early Childhood Development (ECD) activities within the targeted districts in the cluster. The Nutrition and WASH Officer will work in close collaboration with the public and private (both PFP and PNFP) health facilities in the cluster to ensure nutrition and WASH service integration into routine health services at both facility and community level; and that technical approaches for scaling up nutrition, WASH and ECD services building are in sync with the USAID/RHITES-E approved work-plan and the national nutrition policy guidelines to ensure sustainability of services. The Nutrition and WASH Officer will ensure that all supported nutrition and WASH interventions in the cluster are in tandem with the required national continuous quality improvement guidance.

Major responsibilities

  • Develop technically sound activity implementation work plans for the nutrition and WASH thematic area that respond to the district specific needs within the cluster by integrating evidence-based proven interventions and past programmatic experience in line with MOH policy guidelines and the approved USAID/RHITES-E annual work-plans;
  • Provide technical leadership at the district and cluster level to ensure that supported districts in the cluster integrate Nutrition and WASH interventions into all the other supported interventions at facility and community;
  • Works closely with the Cluster lead, training coordinator and Advisors to ensure appropriate skills transfer through capacity building & mentorships/on job coaching of health facility teams for nutrition and wash services is well integrated into all the thematic areas of the integrated health program; and that all project activities are executed in a timely manner both at facility and community;
  • Contribute to strengthening the functionality of district nutrition coordination structures (DNCC) in all the supported districts; and ensuring that all districts in the cluster have nutrition action plans and support their implementation;
  • Support the dissemination and application of nutrition materials/tools to facilitate the standardization of nutrition services for integration into HIV care services and other health services in accordance with the national guidelines and approved USAID/RHITES-E workplan;
  • Conduct monthly field visits to review and report on nutrition program progress by facility in each of the supported districts in the cluster using the CQI approach;
  • Ensure availability of all nationally approved nutrition and Wash technical resource materials, including guidelines, IEC and job aids, as necessary;
  • Work in liaison with the USAID/CHC Obulamu team and the demand creation team in planning, implementing and monitoring of nutrition activities in behavior change communication, community mobilization and advocacy efforts;
  • Work in liaison with the USAID/RHITES-E team to monitor performance against set Nutrition and WASH indicators and document best practices;
  • Support in documentation and synthesis of learning, and help in identifying opportunities for sharing program lessons/results at the facility, district, and cluster level;
  • Contribute to the cluster level monitoring and evaluation function through timely compilation and submission of nutrition, WASH and ECD thematic area reports on a monthly, quarterly, semi-annual and annual basis.

Knowledge, Skills and Abilities Required

  • Bachelors’ degree in Nutrition. Master’s degree in nutrition and/or dietetics is an added advantage;
  • At least five years of proven experience in implementing community and facility based nutrition, WASH in integration with TB, HIV&AIDS and RMNCAH services work required;
  • Knowledge of nutrition and ECD national technical guidelines, best practices, and innovations and program approaches designed for nutrition, WASH and ECD service integration at facility and community levels;
  • Experience working in health and nutrition quality improvement programs including NACS and IYCF;
  • Excellent organizational, analytical, and oral and written communication skills (in English). Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic, and presentation media;
  • Proven track record that demonstrates leadership skills, project management, budget and resource management experience, and client relationship management capability;
  • Demonstrated program management competency and effective communication skills in working with district, government and implementing partners;
  • Good knowledge of the decentralized health system and community structures required to implement an integrated health program;
  • Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a dynamic multi-disciplinary project;
  • Demonstrated ability to work collaboratively with colleagues in project implementation; excellent interpersonal skills;
  • Excellent verbal, written and presentation skills;
  • Good computer skills, including competence in MS Office and internet/e-mail;
  • Willingness to travel extensively in the districts of support.
