The program’s two key components are education service delivery and providing a demand driven strategic technical assistance package of the Ministry of Education and Higher Education (MEHE) and the Centre for Educational research and Development (CERD). SR2 aims to support the following three pillars of RACE II: 1) equitable access through both formal and non‐formal routes; 2) enhanced quality of education through more robust measurement and tracking of learning, a revised curriculum and assessment strategy, and improvements to teacher performance; 3) strengthened systems focusing on enhanced governance and managerial capacities, the use of data for effective decision making and to improve learning, and for MEHE and CERD to plan, budget, deliver, monitor, and evaluate education services.

The Education Policy and Strategic Planning Expert will be responsible for supporting the GoL in strengthening its ability to conduct a sector planning process, covering both long and short-term planning. In addition to providing the GoL strategic guidance on process and mechanisms for streamlining and improving delivery to achieve the program’s overall objective of having more vulnerable Syrian and Lebanese children be enrolled in school, have quality education and be supported by a stronger public service delivery culture.


  • Provide relevant departments with strategic guidance on process and mechanisms for streamlining and improving delivery e.g. information management, benchmarking, standardized operating procedures and performance management;
  • Provide best practice managerial and leadership coaching and training using innovative, practical problem-solving approaches relevant to the issues faced by MEHE and CERD;
  • Work closely with the team leader to draft a strategic work plan for Lebanon to have a long-term approach up to 2030 to deliver against the Sustainable Development Goals;
  • Strengthen the GoL’s ability to conduct a sector planning process, covering both long and short-term planning;
  • Build the GoL’s capacity to engage non‐state actors (private sector and NGOs) with an interest in working in the education sector, specifically to discern viable, evidence based and credible non‐state opportunities in education, that are aligned with delivery of RACE II;
  • Support work to convene these actors in ways that would be beneficial;
  • Work closely with the donor representative, inform the MEHE of best practices and lessons learned from project activities;
  • Ensure the timely and quality completion of technical deliverables;
  • Identify and establish innovative partnerships in support of component objectives as needed;
  • Represent World Learning at meetings, professional events, and conferences as needed throughout the project;
  • Report regularly to World Learning headquarters as needed, providing timely updates of all situational and program developments.


  • A Ph.D. in Public Policy, Education, International Development, Business Administration or a relevant field from an internationally recognized university;
  • A minimum of ten years of professional experience in the successful implementation of international development programs, including substantial experience in policy design, strategy, training and coaching, process management and operations;
  • Experience working with vulnerable groups; preferably in formal and non-formal education settings;
  • Demonstrated success working on donor-funded programming in technical roles in the Middle East Region, preferably in Lebanon;
  • Demonstrated ability to cultivate relationships with school staff and management, ministry personnel, and external partners;
  • Excellent communication and diplomatic skills;
  • Proven team leadership capabilities;
  • Fluency in Arabic and English;
  • Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
