Position Summary: RI is currently expanding its development portfolio in Afghanistan, focusing on the broad based job creation in fragile contexts. To this end, RI has developed a concept which seeks to increase jobs, income and exports for Afghan micro, small and medium enterprises (MSMEs). Contingent upon funding opportunities, RI is seeking a consultant to further develop this concept into a fully-fledged proposal, working in collaboration with a range of partners (civil society, private sector, government). The consultant will play a leading role in ensuring the proposal aligns with donor interests, responds to the economic development strategies of the Afghan government and, most importantly, addresses the challenges and opportunities faced by local Afghan MSMEs in rural contexts.


Main Objectives:

  • Lead the process of proposal design including facilitating a design workshop (preferably in Kabul) in collaboration with RI staff and other consortium partners from the business and non profit sector
  • Lead, coordinate and finalize the project components internally and externally with consortium partners

Key Deliverables:

  • Refine draft timeline for proposal development
  • Results Framework (with Theory of Change) and Performance Monitoring Plan (PMP) agreed by consortium partners
  • Final draft of proposal narrative (25 pages)
  • Final draft of budget (USAID format)

Reports to: Asia Regional Program Development Manager

Timeframe of consultancy: 20 days, throughout January 2018. NB: This can be spent partly or wholly in Kabul.


  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Proven experience in coordinating successful, complex funding proposals for USAID, preferably in the area of job creation, revenue generation, value chain strengthening for on farm and off farm industries
  • Knowledge of USAID proposal requirements, preferably in the Afghan context
  • Excellent written, verbal and interpersonal communication skills;
  • Ability to convene consortia members and achieve results;
  • MA in international relations, business administration or other relevant field;
  • 5 years minimum experience INGO or private sector context;
  • Proven success in grant writing, networking and liaising with field and HQ staff when necessary.
