Chemonics seeks a chief of party for USAID’s anticipated Central America Regional Trade Facilitation and Border Management Activity in El Salvador. This potential five-year project is designed to contribute to Central American countries’ broad-based economic growth by enhancing regional integration and improving trade facilitation. The purpose of the project is to improve regional trade efficiency in Central America at primary ports of entry and key economic corridors, especially in the Northern Triangle countries, reducing the time and cost of trading across borders by assisting public and private sector institutions with achieving greater trade competitiveness in the region. Program activities will take place in El Salvador, Guatemala, Honduras, and Nicaragua, but the chief of party will be based in El Salvador. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Serve as the primary liaison between USAID/Central America and Mexico, other donors, stakeholders, and U.S. government regional efforts led by the U.S. Embassy in El Salvador, building their capacity and facilitating coordination between and among them;
  • Provide overall leadership, management, and technical direction to the project;
  • Lead the facilitation of trade interventions at the bilateral level for El Salvador and Nicaragua;
  • Supervise the project’s technical and operations staff to ensure they manage project activities and operations successfully;
  • Ensure compliance with USAID regulations and Chemonics’ policies.


  • Advanced degree in international trade, business administration, management, trade and investment, or another related area;
  • Five to 10 years of international experience in a supervisory capacity leading contracts of similar size and complexity; regional experience in Central America preferred;
  • Minimum of five years of management experience with regional and high-performance teams;
  • Record of performing complex work in the areas of trade policy, trade facilitation, or private sector development;
  • Ability to interact effectively with government counterparts, international organizations, national organizations, and private sector executives;
  • Experience facilitating dialogue between high-level leaders; ability to lead effective project management and advance teamwork;
  • Experience addressing gender gaps in economic growth projects preferred;
  • Strong analytical skills;
  • Demonstrated leadership, versatility, and integrity;
  • Proficiency in English and Spanish required.
