The Director of Programming will oversee all technical aspects of the program in Syria and provide direction and overall leadership. Additionally, the Director of Programming will ensure successful program implementation of the project, and as requested, participate in efforts to develop new programs.

This position is pending award of a 3 year cooperative agreement through the State Department Bureau of Near Eastern Affairs.

Essential Job Functions:

  • Manage and coordinate operations across program implementation areas;
  • Lead the collaborative development of program work plans, facilitating regular program reporting at the country and headquarters level;
  • Ensure that all contractual deadlines are met and targets achieved;
  • Support the COP in developing and implementing the strategic vision for the project;
  • Oversee the efforts of local field staff to support cohesive program planning, monitoring, and execution, and sharing of best practices;
  • Work with the COP in developing strategic partnerships with various stakeholders including, local government and other partners;
  • Will assume full responsibility for the project in the absence of the COP.

Required Skills & Qualifications:

  • An undergraduate degree from an accredited university in education, management, public administration or relevant field required;
  • Minimum of seven years’ experience in managing USAID or Department of State projects in a DCOP or similar senior capacity;
  • Previous experience working in Middle East region preferred;
  • Proven leadership and management skills in overseeing a large team of local staff;
  • Sound knowledge of USAID and/or DoS regulations and reporting requirements;
  • Excellent communication skills required including fluency in English;
  • Demonstrated working knowledge of Education sector and stabilization issues in Syria.

Preferred Skills and Experience:

  • Master’s Degree in field relevant to the position;
  • Prior experience with NEA funded projects;
  • Fluency in Arabic;
  • Experience training staff.

Travel Requirements:

  • This will be an Amman, Jordan or Turkey based position with expected travel up to 40%.

Physical Requirements:

  • Normal Office Conditions (90%);
  • Must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis.
