IFES - International Foundation for Electoral Systems
Serve as IFES’ in-country lead technical advisor who will provide electoral assistance to the CENI and other relevant institutions within the Government of Niger;
Participate in design and implementation of an assessment of the CENI’s organizational capacity, and other assessments to be identified;
Support the CENI in the development, implementation and adjustment of organizational, strategic, operational (including financial management) and communications plans;
Identify CENI technical training needs and short-term technical expertise needs, coordinate CENI participation in capacity building training events;
Assist the CENI in monitoring and evaluating progress towards the achievement of milestones set forth by the capacity building plan;
Guide the Directorate of Information Technology and Establishment of the Biometric List DIFEB in the implementation on the biometric voter registration process or any other agreed upon system;
Advise the CENI in the adoption and implementation of communications strategies and external outreach to various electoral stakeholders.
Minimum of eight (8) years of relevant experience including 5 years of experience working with election management bodies in in election administration, capacity development, outreach and engagement of electoral stakeholders;
Professional level of oral and written fluency in English and French;
Experience working in Francophone Africa, preferably in Niger;
Proven track record with democracy and governance programming in developing countries;
Familiarity with USAID and other international donors as an action-oriented interlocutor with democracy-development actors at all levels;
Excellent interpersonal skills and experience in establishing and maintaining good relationships with a variety of key electoral stakeholders and institutions.
