Under the guidance of the Chief of Party, provides technical leadership, develops technical strategies and oversees the technical implementation of ASPIRE. Represents ASPIRE in the absence of the Chief of Party.
Provides technical expertise and leadership for the design and implementation of the technical program areas of HIV/AIDS prevention, efficient HIV case finding for different population sub-groups, adult and pediatric care and treatment, PMTCT, TB/HIV, care and support, OVC and support programs.
Ensures that high quality technical programs are implemented in a timely manner and in coordination and collaboration with partners, GKOE and other stakeholders to achieve project goals.
Oversees quality assurance program for all technical aspects of the project.
Ensures technical training and staff development on areas relevant to ASPIRE.
Ensures that appropriate technical strategies, policies and SOP’s are developed and implemented in accordance with USAID and GKOE regulations.
Assists with the management, development and monitoring of work plans and budgets; ensures appropriate levels of technical assistance for interventions.
Provides technical assistance through the review and/or writing of protocols, papers, reports to ensure accuracy and appropriateness.
In collaboration with the Chief of Party, oversees the implementation of an indicator-based performance monitoring plan.
Supports the Chief of Party to ensure that all technical areas of the project are integrated and maximizes the efficient use of available resources of the project.
MB.BS/MD/PhD or similar degree with at least 10 years relevant experience with progressively increasing responsibility in the health or development field in developing countries. Eswatini experience is a plus.
Additional master’s degree in a directly relevant field is a must.
At least 10 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program.
Demonstrated experience in HIV control projects, with some experience in East or Southern Africa preferred.
Experience in managing large scale projects, strategic planning and implementation of related activities.
Demonstrated experience in adaptive management.
Demonstrated success in USAID or other USG contracts management.
Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
Demonstrated experience working alongside project stakeholders to deliver impact within agreed timelines.
High degree of proficiency in written and spoken English communication, including presentation and report writing skills.
