Position Summary

CHAI’s Global SRH Team is seeking a highly motivated individual with superior problem-solving and communication skills who is resourceful, collaborative, and proficient in quantitative analysis to support the programmatic efforts of CHAI’s SRH program in the East Africa region. The candidate must have a passion for results and a commitment to excellence.

The candidate should have experience working in a fast-paced, multi-cultural environment and functioning independently with minimal guidance. The role will provide support to at least 2 country teams in the East Africa region, Uganda and Ethiopia, to improve sexual, reproductive health service delivery. Therefore the candidate must have excellent relationship-building and communication skills and ability to work effectively with others remotely.

The position will support country teams to remain abreast of global best practices and evidence related to SRH and to translate this information into improvements in country-specific programs and approaches. The role will be expected to work collaboratively with country teams to design programs, identify country-specific opportunities for improving SRH service delivery, document and evaluate progress, and communicate lessons learned. In addition this position will support country teams to design and conduct analyses that inform program strategy, monitor and evaluate program progress toward milestones, and develop and implement data-driven systems for performance management. This role requires that the candidate be flexible to respond to the changing needs and priorities of the programs in each country.

CHAI is seeking a qualified candidate to support the program needs across East Africa (Ethiopia and Uganda). The Associate will report to the Global SRH East Africa Program Manager. Base location is flexible, with a strong preference for CHAI SRH program countries in East Africa. Expected travel is 40%.

Responsibilities

Technical Assistance

  • Support country teams to develop targeted MOH plans (map existing resources, identify gaps and the greatest opportunities for impact, and develop strategic and operational business plans that prioritize select high-value interventions) to reduce maternal and neonatal mortality, to reduce unmet need and reach additional users of contraception and increase access to safe abortion and postabortion care services where applicable;
  • Provide country teams with global guidance and evidence required to support development of national policies, protocols, and guidelines to support greater access to family planning and legal abortion services and postabortion care;
  • Support country teams to strengthen overall SRMNH training and mentorship delivery (e.g. Upgrade national training modules; Conduct a geographic gap analysis to identify high priority districts and states for intensified training);
  • Create relevant documents and tools to support program activities (e.g. health system process flows, health provider job aids, training materials, program overview materials);
  • Provide technical and analytical support to country teams to introduce new and/or underutilized products (e.g. Emergency Contraception, mifepristone, misoprostol) and integrate products into the supply chain where necessary, including logistics information system; Liaise with Global SRH Supply Chain Associate as needed;
  • Provide technical support on supply chain related activities, liaising with Global SRH Supply Chain Associate;
  • Provide technical support to country teams to cost programmatic approaches and/or conduct resource mapping exercises to inform Ministry of Health program and resource allocation decision making;
  • Provide technical and analytical support to country teams as requested;
  • Program Strategy and Management;
  • Provide strategic and programmatic support for the design, planning and implementation of high-impact work with country teams to sustainably transform management and service delivery systems in CHAI focus countries;
  • Provide input on the high-level approach needed to meet in-country grant and program objectives in line with the program strategy;
  • Develop and support use of project work plan and deliverable management tools;
  • Contribute to donor reports and help coordinate input across countries.

Program Monitoring and Evaluation

  • Support country team M&E staff to develop, maintain and update comprehensive, feasible M&E frameworks that will generate credible, actionable and timely information;
  • Support development data of collection tools such as databases, survey instruments and data collection protocols; and data management and analysis tools such as indicator dashboards to monitor ongoing field work if requested;
  • Collaborate with country teams to establish baseline and endline measures and conduct other formative research as necessary;
  • Support country teams with data analysis, including data quality assessments, to support optimization of country program strategies;
  • Support country teams to set ambitious yet feasible targets, to monitor progress toward set targets and to modify implementation as needed to achieve/exceed targets;
  • Synthesize and disseminate results and key learnings from M&E activities across teams.

Knowledge Management

  • Inform program activities based on global evidence base, insightful analytical perspective, and lessons learned from CHAI and other partners;
  • Document and disseminate relevant industry best practice and key CHAI program learnings across country teams;
  • Support country teams to design communication tools to regularly communicate project progress and status with internal and external stakeholders.

General

  • Work collaboratively with Global SRH Team, Global MNH Team, Global Markets Team (GMT), Applied Analytics other relevant CHAI global teams, and CHAI country teams to achieve project goals;
  • Frequent travel to countries within East Africa;
  • Other responsibilities as needed.

Qualifications

  • Bachelor’s degree in a related field with a minimum of 3 years of experience or Master’s degree in a related field with a minimum of 2 years of work experience in a demanding and fast-paced environment;
  • Excellent written and oral English communication skills;
  • Excellent Microsoft Excel skills and high level of proficiency in PowerPoint and Word;
  • Work experience in a results-oriented environment;
  • Strong analytical, problem-solving, and quantitative skills, and ability to use data to inform program development and strategy;
  • Willingness to work with a geographically dispersed team across multiple time zones;
  • Exceptional diplomatic and interpersonal skills, and an ability to manage challenging multi-cultural, multi-stakeholder situations to achieve intended results;
  • Demonstrated capacity to synthesize evidence into an effective presentations and actionable recommendations for broad range of audiences;
  • Exceptional attention to detail;
  • Ability to handle multiple tasks simultaneously, set priorities, and work well under pressure;
  • Self-motivation and comfort working independently with little oversight;
  • Experience working in developing countries;
  • Ability to travel extensively to focus countries and other locations as needed for work;
  • Experience working in management consulting, investment banking, or similar fast-paced, output-oriented environments a plus;
  • Prior experience in SRMNH, particularly FP, PPFP, PAC, safe abortion, adolescent health, sex education, FP/HIV integration a plus;
  • Supply chain experience a plus;
  • Experience designing and managing program monitoring and evaluation plans a plus.
