SUMMARY

The Regional Program Officer, Africa will be responsible for project design, proposal development and grants management backstopping for the Africa portfolio. A member of the Regional Program Team, the Regional Program Officer works with the Regional Program Director to provide ongoing support to country program teams and ensures coordination with the Global Grants and Contracts Unit (GCU) and other departments. The RSGO will also liaise with donors, working with country, regional and global team members to ensure that RI is accurately and promptly complying with donor requests related to grant management.

RESPONSIBILITIES

Project design and proposal support

  • Write, review and edit proposal narratives and other documents when assigned as part of proposal teams.
  • Conduct pre-submission compliance check on all proposal packages. Submit final packages and ensure PD and field teams receive submitted versions.
  • Ensure all submitted proposal packages are filed and accessible.
  • Review budgets and other supporting documentation for accuracy and compliance with donor regulations.
  • Facilitate review of newly awarded agreements.
  • Provide other proposal development tasks, including in-country support when needed.

Grants management

  • Conduct regular grant management check-ins with GCU, Regional Program Director and country grant and compliance focal points. Liaise with country teams to identify any issues that needs to be addressed by GSO unit (HR, Ops, GCU, finance, etc.)
  • Update program quality dashboard on a quarterly basis, using inputs from country teams.
  • Support the mobilization of new programs, reviewing grant agreements and modification, completing relevant internal forms, and flagging relevant reporting, compliance and donor information to country teams.
  • Ensure on-time submission of all donor reports. Ensure high quality content and compliance with guidelines and requirement. Provide final copy edit and/or support in writing assigned sections. When needed, deploy to country programs to assist in writing reports.
  • Maintain updated Africa grant folders on Box, coordinating with GCU as necessary.
  • Regularly update regional grants and reporting tracker to ensure country programs are aware of pending submissions.
  • Provide grant management capacity building for field teams, including identification and mentorship of grant management focal points, development of grant management guidance, sharing of tools and resources, and other training as needed.
  • Lead overall coordination of grant modifications, sharing resources/guidance with country teams, facilitating reviews/input from regional and global departments as needed.
  • Work with country teams and GCU to ensure compliant close out, gathering inputs as necessary to complete internal and external requirements.
  • Provide other grant management and compliance tasks as needed.

Communications and Representation

  • Serve as a focal point with donors, coordinating with the appropriate RI colleagues to ensure accurate and timely communication.
  • Develop capacity statements on country programs, specific projects and other themes or PowerPoint and other presentation materials as needed.
  • Attend and participate in external meetings, workshops, conferences etc., and brief the Africa team.
  • Liaise closely with Global Communications/Philanthropy team to develop materials for website and social media on the Africa region as needed.

Job requirements

  • Master’s degree in International Development, Economics, Public Health or related field.
  • Minimum of two years of professional experience in supporting humanitarian/development programming, ideally in grants/project management.
  • Proven experience in proposal development with USAID/OFDA, ECHO, DFID and UN organizations.
  • Excellent writing skills.
  • Familiarity with US Government grant regulations preferred.
  • Ability to travel internationally to support country programs.
