About the Job...

SI is looking for a Deputy Field Coordinator for Programmes, to supervise its activities in Northeast Syria.

This position has been created in late 2018 to ensure the overall coherence of a growing portfolio of activities in the areas, with projects in WASH, Shelter, Rapid Response Mechanism (RRM) as well as Cash & Vouchers. The overall objective of the position is thus to support the different Program Managers at base level, ensuring that follow-up tools (such as Activity Progress Update) are regularly updated and communicated to the coordination. It thus aims at constructing a coherent multi-sectoral intervention on the ground; this is of paramount importance in a context where PMs are assigned in a sector-based logic and not a project-driven one.

The Deputy Field Coordinator - Programmes will be based in Northeast Syria. Under the Field Coordinator’s overall guidance, s/he will directly manage 4 Program Managers (WASH, Shelter, Cash & Vouchers and MEAL) and partly supervise 2 other roving Program Managers (RRM and WASH Rehabilitation). The overall volume on the ground is 13 expatriates and about 90 national staffs.

General objectives:

  • Ensure the quality framework of the projects is respected
  • Develop new projects based on the evolution of needs

Specific stakes and challenges:

  • One of the main challenge is related to management as there are a number of PMs with different projects to manage
  • Ensure coherence and synergies of various projects
  • Ensure programmatic internal and external coordination

Priorities for the 2/3 first months

  • Continue the structuration of the programme department set-up, as it is still recent
  • Coordinate with other consortium partners to kick-start the activities
  • Develop synergies within components of SI intervention in the area, within and outside LEARN consortium activities

Your profile

Diploma/education:

  • A degree related to International Relations and/or Project Management would be an advantage.
  • A background in FSL would be an advantage.

Previous experience:

  • A minimum of 4 years of field experience in humanitarian relief and/or development programs.
  • Previous experience in managing an expatriate team is highly appreciated.
  • Previous experience in challenging, insecure areas is a must
  • Previous experience in proposal and report writing is a must.
  • Previous experience in the Middle East is appreciated.
  • A previous experience in RRM and/or in FSL is an advantage.

Skills:

  • Excellent communication skills in both written and verbal English
  • Good computer skills (Excel, Word, Google Earth)
  • A good listener with very well developed diplomatic skills
  • Flexible and resourceful
  • Solution-oriented management
