Chief of Party, E-governance and Anti-corruption Project

MSI seeks an experienced Chief of Party for a multi-year USAID/Bosnia and Herzegovina (BIH) E-governance and Anti-corruption project. This is a full-time position based in Sarajevo and contingent upon funding and USAID approval.
Provide overall technical and operational leadership for the implementation of the project while ensuring compliance with USAID requirements and regulations;
Coordinate and provide technical leadership of the work of the technical program teams, perform quality control and ensure appropriate collaboration across all teams;
Oversee fulfillment of all contract delivery requirements including all reports;
Manage and supervise the work of project personnel, subcontractors, and grantees to achieve project objectives and targets, and ensure timely implementation;
Provide technical assistance to the national and local governments and CSOs on anticorruption and e-governance reforms;
Oversee internal management of the project including the budget and performance monitoring and evaluation;
Serve as principal liaison with USAID, host country government, counterparts, beneficiaries, and donors. Develop and maintain strong working relationships with them.
Master’s degree in information technology, public administration, international relations, economics, business administration, law or a related field;
At least ten (10) years’ experience working in project management in developing countries and demonstrated management and leadership skills. Prior experience as Chief of Party for USAID projects preferred, or its equivalent with other donors;
Technical expertise and experience in e-governance reform and technical solutions, such as e-procurement, e-signature, interoperability, open data, or e-services, as well as anticorruption, public administration, service delivery, institutional development, or civil society;
Experience in BIH or the region is preferred;
Demonstrated strong leadership, management, resourcefulness, and integrity;
Fluency in English (speaking, writing, and reading) is required; proficiency in local languages strongly preferred.
