This position is located in the Latin American and the Caribbean Institute for Economic and Social Planning (ILPES). The Economic Affairs Officer reports to the Chief Division. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities

Under the direct supervision of the Director of ILPES, the Economic Affairs Officer will be responsible for the following duties:

  • Monitors economic developments in a defined area and identifies recurrent and emerging issues of concern to the United Nations in the context of the 2030 Agenda for Sustainable Development and the SDGs.
  • Provides technical cooperation services on planning for development and on the whole cycle of public management (formulation, implementation, budgeting and evaluation of public policies) including public investment and financing.
  • Identifies innovative modalities for capacity building and strengthening to mainstream the 2030 Agenda for Sustainable Development and the Sustainable Development Goals in development plans and strategies.
  • Designs and conducts studies of selected issues in economic development, public administration and planning for development and drafts resulting reports.
  • Interprets and applies results of econometric modelling to analysis of economic prospects and policies.
  • Develops methodologies and policy recommendations pertaining to area of work with emphasis on strategic planning, budgeting and linking national plans with budgets; public investment, multi-level planning and public policy formulation and evaluation.
  • Provides substantive support on economic, planning for development, public administration and governance issues to ECLAC intergovernmental bodies.
  • Designs training material for strengthening the capacities of member states on planning for development and the whole cycle of public administration, with emphasis on open government and gender mainstreaming.
  • Formulates proposals for sustainable development strategies, policies and measures for presentation to intergovernmental bodies and others.
  • Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
  • Organizes expert group meetings, seminars, etc. on development issues.
  • Prepares speeches and other inputs for presentations by senior staff.
  • Represents organizational unit at international, regional and national meetings.
  • Designs and monitors technical cooperation projects.
  • Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization's technical cooperation activities.
  • Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
  • Conducts training seminars and workshops for government officials and others.
  • Formulates technical modalities for the evaluation of individual technical cooperation projects.
  • Undertakes on-the-job and other training activities, both internally and externally.
  • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.

Ability to conduct independent research on economic and planning for development topics, determine suitability, validity and accuracy of data provided by different sources. Ability to identify and develop sources for data collection. Ability to design methodologies for assessing development planning systems and processes. Ability to present and identify challenges and solutions to specific issues pertaining to strategic planning, public management, management for results, linkages between budgets and development plans and development strategies both at the national and local levels. Ability to design training material on the public planning cycle, methodologies for assessing the quality of planning exercises and evaluation of public policies and programmes. Ability to deliver technical presentations pertaining to the area of work for mid and high-level government authorities. Education

  • Advanced university degree (Master’s degree or equivalent) in economics or public management is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Specialized advanced studies (e.g. Master, Certificate, Diploma) in development economics or planning is desirable.

Work Experience

  • A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area. Relevant experience at the professional level in the design, implementation, monitoring and evaluation of development plans and strategies both at the national and sub-national levels is required. Relevant experience at the professional level in the provision of policy advice and technical cooperation services to governments on sector and national planning is required. Relevant experience at the professional level on public investment and budgeting issues is desirable. Relevant experience at the professional level on evaluation of public policies, projects and programs is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and Enlgish is required. Knowledge of Portuguese is desirable. Knowledge of another UN official language is desirable.
