Position Summary

The Protection Program Manager will oversee a new program which is expected to take place in conflict affected municipalities in Mindanao. Specifically, the program aims to ensure vulnerable women, girls and boys have access to appropriate and relevant Child Protection services, as part of a wider program aiming to improve the humanitarian conditions in conflict affected areas of Mindanao in the Philippines.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Management

The candidate will:

  • Have overall responsibility over the quality and timely completion of the project’s deliverables in line with the agreed work plan and budget;
  • Oversee reporting both internally and externally, in collaboration with consortium partners;
  • Ensure that staff adhere to best-practices and professional standards and principles through capacity-building and on-the-job coaching;
  • Engage consortium partners and be the point of contact for RI’s protection programming in Mindanao;
  • Develop comprehensive and tailored capacity building plans for protection staff across all locations, based on respective needs whilst ensuring delivery of quality services;
  • Conduct regular visits to the field sites and coordinate with field staff and/or monitor activities with the donor;
  • Ensure compliance with all RI policies and regulations;
  • Support for the implementation of the safeguarding and protection from sexual exploitation and abuse strategy will perhaps be required.

Protection Mainstreaming

  • Develop awareness curricula and supporting IEC materials (as needed) for the implementation of a comprehensive training and awareness package for the targeted communities;
  • Monitor and quality control of Protection programming, particularly in relation to data management and psychosocial support for IDPs as part of a holistic case management programming;
  • Coordinate with other sectors to move towards integration of protection programs wherever possible or mainstreaming of protection within other sectors;
  • Contribute to and coordinate the design, implementation and evaluation of Protection related programming to secure follow on or expansion of funding for the portfolio as per identified needs;
  • Prepare briefing notes, situation notes and advocacy papers as relevant, for attendance at meetings/briefings with key identified stakeholders;
  • Represent at other sector/working groups such as GBV and others according to the needs/priorities;
  • Improve/strengthen coordination of Relief International's work with the relevant ministries, sectors and other protection agencies.

QUALIFICATIONS

  • University degree (Master's Degree preferred) relevant to humanitarian work: in social sciences, law, humanitarian aid or other relevant field;
  • Strong technical knowledge of strengthening protection systems, psychosocial support, prevention and response armed conflict, rights violations and vulnerable populations. Background and familiarity with IASC current international standards International HRL, particularly with Refugee Law, Durable Solutions and its applications;
  • 3-5 years of experience in implementing and developing protection programming in fragile, emergency and/or post conflict environments, with a specific focus on the most vulnerable;
  • Good knowledge of program design and implementation. Experience of preparing protection programming strategies and advocacy strategies in an inter-agency setting;
  • Ability to organize and facilitate capacity-building initiatives, including trainings for staff, colleagues and partners alike;
  • Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences;
  • Knowledge of general Child Protection programming, specifically with direct experience in Protection Monitoring and Case Management;
  • Ability to work closely with a diverse team of individuals in a highly intense and fluid working environment;
  • Experience with MEL protection related datasets and tools;
  • Fluency in spoken and written English.
