Job Summary:

The DRC is facing its worst ever outbreak of the Ebola Virus Disease (EVD) and CRS has been asked by OFDA to implement a rapid response program focusing on Infection, Prevention and Control (IPC) and Community Engagement in the most affected areas (North Kivu and Ituri provinces). CRS will work with Caritas partners to assist health centers and communities in responding to the outbreak and preventing further spread of the disease. The PM II will manage the overall response, overseeing implementation of the project while coordinating closely with our partners and the Ministry of Health and World Health Organization.

You will manage and provide technical oversight of the development and implementation of the Country Program (CP) Emergency programming for Ebola response, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services' (CRS) work in serving the poor and vulnerable. The role will also focus on strong coordination with our implementing partners and the Ministry of Health and World Health Organization. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its Ebola response programming.

Job Responsibilities:

  • Provide management, guidance, and technical oversight of all new and existing projects within the CP Ebola response throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage talent for Ebola response program and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Lead the development of program learning - identify opportunities for learning, research and publications in the area of Ebola response and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP emergency sector portfolio in line with agency, regional, and CP emergency strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in Ebola response programming per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Oversee technical assistance and capacity strengthening activities in the Ebola response for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment and strengthening of partnerships relevant to Ebola response programming and the appropriate application of partnership concepts, tools and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Budget Management:

  • Prepares and manages budgets with attention to progress toward program goals and against burn rates, reviewing budget comparison report to ensure that spending and program implementation are aligned.
  • Supports partners and works closely with the grants and compliance team to ensure adherence to financial guidelines.
  • Proactively identifies and addresses financial issues and concerns in concert with others (staff, departments, and partners).
  • Approve project expenditures, carry out regular budget tracking (through the use of CP budget monitoring tools and e-Budget) and take the lead on official requests for modifications when needed.

Coordination:

  • Represents CRS at a local and provincial level in relevant Ebola response commissions (IPC, RCCE, WASH, etc) and Clusters
  • Coordinates closely with the Ministry of Health, responsible for the overall coordination of actors, in identifying target zones and ensuring their implication at all levels of the program
  • Produces weekly donor reports and works with the Emergency Coordinator to ensure regular and efficient donor communication.

Typical Background, Experience & Requirements:

Education and Experience

  • Master's Degree in the field of Public Health or in International Development, International Relations. Additional experience may substitute for some education.
  • Minimum of 5 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in health in the context of humanitarian response, with preference given to direct Ebola response programming experience
  • Experience in managing moderately complex projects preferably with an international NGO.
  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

Required/Desired Foreign Language

  • Strong written and spoken English and French required

Travel Required (include percentage of required travel, if applicable)

  • 50% travel within the provinces of Ituri and North Kivu

Key Working Relationships:

  • Supervisory: Directly supervises 3 Project Officers (IPC, RCCE, and WASH) and 2 MEAL Officers
  • Internal: Works directly with the emergency team including the Emergency Coordinator, MEAL Coordinator, Protection/Gender Advisor, Goma operations staff, and Supply Chain Manager. Will also work with the Deputy Country Rep for Programs, Kinshasa Operations and Finance staff and TDY teams coming to support the program.
  • External: Caritas partners (Caritas Congo, Caritas Goma, Caritas Beni-Butembo, Caritas Bunia), coordination structures in the intervention area, Ministry of Health, World Health Organization and other actors intervening in the response, and OFDA.
