Job Description:

IFDC seeks to recruit a Coordinator Fertilizer and Seed Subsidy who will work for the Project d’Appui à la Productivité Agricole au Burundi (PAPAB) program but ensure linkages and integration with the Private Seed Sector Development Project (PSSD) and other Netherlands Embassy-funded productivity and commercialization activities.

In Burundi, IFDC implements the PAPAB and PSSD with funding from the Embassy of the Kingdom of the Netherlands (EKN) in Burundi.

Position:

The objective of the Coordinator position is to provide technical assistance to the managing body of PNSEB and transform this body to a unit which functions autonomously. Simultaneously the lessons learned from the technical assistance to PNSEB will be used to put in place the PNSSB and its support body and advisory organs. The coordinator will work with the Government and implementing partners to ensure alignment and integration of the Government’s planned seed subsidy program with a particular focus that it supports private seed and fertilizer sector activities, and does not disrupt them through procurement and pricing distortions

Specific Activities:

Management of PNSEB:

  • Support MINEAGRIE in the reinforcement of the capacities of the PNSEB project
  • Play a leading role in the inclusion of recently validated soil fertility requirements and organic fertilizers into the PNSEB program

Management of PNSSB:

  • Develop a digital voucher program in collaboration with providers of financial services
  • Identify together with the management of the PSSD program for the different agronomical zones the market needs, seed multiplication capacities and provide a market assessment per subsidized product. If required, develop a mitigation strategy for shortcomings.
  • Work closely together with the management body of PNSEB in order to facilitate and promote strong synergies and integrated agriculture by farming households.
  • Develop reference prices together with the management body of PSSD
  • Coordinate between non-governmental actors to prevent distortion of the seed market through poorly conceived procurement and distribution modalities. Drive collaboration on the development of a private sector led seed sector.
  • Coordinate with the PSSD project to strengthen the seed council and the seed trader association.
  • Support PSSD in defining a strategy as relates to seed subsidies and coordinate between non-governmental actors and the GoBu to mitigate distortion of markets through poorly conceived seed subsidy programs.
  • Develop a communication and information strategy for PNSSB
  • Play a leading role in the coordination between contributing and non-contributing donors
  • Propose training modules on integrated soil fertility management
  • Prepare training modules of importers and agro-dealers
  • Prepare with the fertilization department documents of quality control
  • Prepare formats of monitoring-evaluation and reporting for partners

Requirements:

  • At least 10 years of experience successfully leading the management of components of complex, results based, international rural agricultural development programs
  • Demonstrated experience (>5 years) in providing Technical Assistance to governments, development partners and private sector on seed and fertilizer issues, including design and implementation of subsidy programs
  • Demonstrated ability to organize advocacy and strengthen the capacity of private sector associations to advocate for a more favorable regulatory environment.
  • Demonstrated ability of advocacy activities in a development context.
  • Demonstrated ability in the concepts, principles, methods and techniques of seed and fertilizer sector development activities, including training, capacity building, agribusiness development extension services and the technical activities mentioned above
  • Experience working in East Africa preferably Burundi or the Great Lakes
  • Master’s degree in agriculture or related field required.
  • Demonstrated skills in effectively collaborating with governmental bodies, donors, UN agencies
  • Ability to communicate effectively in writing and orally in small audience and large audience settings.
  • Fluency in written and spoken English and French languages are required
  • Ability to travel in Burundi and in East and Southern Africa.
