POSITION SUMMARY:

The Country Coordinator will be responsible for coordinating and implementing the country-level activities of the Attaining Lasting Change for Better Enforcement of Labor and Criminal Law to Address Child Labor/Forced Labor/Human Trafficking (ATLAS) Project. This is a global program funded by the US Department of Labor (USDOL) and aims to increase the capacity of host governments to reduce child labor through the following three outcomes:

  • Strengthened labor and/or criminal legal framework concerning child labor, forced labor, and/or human trafficking;
  • Improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking;
  • Increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.

ESSENTIAL RESPONSIBILITIES:

The Country Coordinator is responsible for coordinating and overseeing the implementation of country-level activities. S/he will establish and maintain systems for national project operations; coordinate and maintain working relationships with project stakeholders (including ministries, high-level government officials, labor unions, private sector partners); comply will Thailand’s legislations, and Winrock’s and US government policies and procedures; and collaborate to improve government capacity. This may include, but is not limited to, the following:

  • Manage the project components in Thailand with responsibilities, including: (a) establishing and maintaining systems for project operation; (b) assisting in the development of the project’s annual planning and timely, high quality implementation of activities and deliverables; (c) overseeing national-level monitoring and evaluation of project implementation and deliverables.
  • Represent ATLAS and Winrock to stakeholders, such as government entities, U.S. Embassy, the media, local NGOs, and business community.
  • Assist in the development of strategies for working with government entities, labor inspectorates, private sector companies, labor unions, and other civil society actors on policies aimed at reducing child labor, forced labor, and human trafficking.
  • Organize, lead, and participate in collaborative initiatives with government officials to create and amend policies relating to child labor, forced labor, and human trafficking.
  • Provide trainings relevant to government capacity building on child labor, forced labor, and human trafficking as needed.
  • Facilitate office selection and setup, including collection and analysis of quotes and processing and maintenance of purchase orders and contracts, collection of goods from vendors, etc.
  • Oversee program budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines.
  • Secure project and ATLAS compliance with labor code, accounting practices and requirements, registration, and other government legislations.
  • Maintain close communication with the Project Director and home office team reporting regularly for formal review sessions and providing ongoing, informal updates of program progress.
  • Approves and submit timely and accurate program, financial, and procurement reports to U.S. home office.
  • Develop and maintain various stakeholder relationships to promote public-private partnership and engage in coalition building.
  • Hire and supervise local consultants, staff and vendors.
  • Host WI visiting staff and donor representatives on site visits.
  • Other duties as assigned.

QUALIFICATIONS AND BACKGROUND:

Successful candidates will have strong management skills as well as relevant experience implementing programs to combat child labor, forced labor and/or human trafficking and increase government capacity. Specific experience and specialization in at least two of the following is required: child labor, forced labor, human trafficking, safe work for youth, legal reform and policy advocacy, child protection and referral mechanisms, public education/awareness (including work with the media), and/or government capacity building. Significant project management experience and leadership is highly desired.

Education:

  • Bachelor’s degree required, in international development, management, social science, human rights, education, economic development, law, public policy or other related field of study.
  • Certification, training, or experience in child protection, labor migration, organizational development or policy analysis would be an asset.

Work Experience:

  • Applicants must have a minimum of 7 years of demonstrated project management experience, with at least 2 years working on child protection, government capacity building, law enforcement or related projects.
  • Experience supervising and leading project teams and offices.
  • Experience managing U.S. government funded national project.
  • Leadership experience in the implementation of development projects, particularly related to child labor, forced labor, human trafficking, capacity building, or policy mainstreaming.
  • Experience with public-private partnership building, working with labor unions and civil society groups.
  • Demonstrate experience in strategic planning and project implementation.

Skills:

  • Ability to maintain the highest ethical standards at all times.
  • Knowledge or understanding of social, economic, and political context governing child labor, forced labor, and human trafficking issues in developing countries and their analysis.
  • Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills.
  • Ability to deliver high-quality products and services in time.
  • Fluency in written and oral Thai and English languages.
  • Strong computer skills in word processing, spreadsheet, and presentation software (Microsoft).
