The National Democratic Institute for International Affairs (NDI) seeks a Program Officer to join its Asia team and contribute to the planning, designing and implementation of programs related to enhancing democratic governance, strengthening civil society, supporting citizen election observation, promoting the political participation of women and other marginalized groups, and strengthening political parties. This full-time position is based in the Washington, DC office. The position does not have direct reports.

Responsibilities:

  • Drafts memos, proposals, work plans, quarterly and other reports with minimal substantive guidance
  • Collaboratively develops program concepts and participates in strategic discussions; supports the proposal processes and timelines for submissions; assists in the development of program objectives, results and indicators, as well as contributing to program strategy
  • Contributes to work plan discussions; coordinates processes for work plan drafting and submission
  • In partnership with program staff, plans and supports program activities for assigned portfolios; anticipates program needs and ensures that field offices receive needed administrative or program backstopping in Washington, DC
  • Supports the overall strategy, vision and operational aspects of multiple programs; anticipates programmatic administrative needs and, with some guidance, takes appropriate actions; maintains interaction with field offices and monitors and measures program performance, timing and results
  • Monitors budgets, grants and expenditures for program reconciliations; creates proposal budgets with supporting notes; applies allowable costs according to restrictions and regulations; ensures that programs stay within budget limits; anticipates and successfully addresses costs and overages, and implements solutions to budget variances
  • Interacts with NDI administrative teams to support various program needs, including travel requests, consultant contracts and leases
  • Serves as a point of contact for assigned programs; maintains contact with NDI partners; briefs NDI staff and consultants traveling to assigned programs; represents NDI at appropriate events; acts as back-up to team members not present
  • Acts as liaison with members of NGO, donor and policy-making communities in Washington and represents NDI at local conferences and meetings, as appropriate; assists with public outreach

Qualifications:

  • Bachelor’s degree in political science, international development, public administration, public policy, economics, international relations or related subject; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • A minimum of four (4) years of relevant work experience in international development, community organizing, political campaigns, organizational development and/or legislative affairs
  • Demonstrated knowledge and/or competency in one or more areas of NDI's functional programs
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of NDI staff, US and foreign government personnel, members of donor organizations, funders, and policy makers
  • Excellent oral and written communication skills in English to effectively present information, respond to questions, and prepare written reports in a professional and timely manner
  • Experience or knowledge of the Asia region
  • Experience organizing programs and activities remotely
  • Capacity to work both independently and as a member of a team
  • Experience managing multiple projects and deadlines
  • Ability to analyze political work, think innovatively and introduce new concepts
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Experience with Google Apps (Gmail, Calendar, Google Drive, etc.) strongly desired
  • Proven budgeting skills
  • Ability and willingness to travel up to 15% of time to regional locations based on budget and organizational needs
