FHI 360 is currently recruiting for the position of Chief of Party, for an anticipated USAID-funded Leadership Activity in Burma. The project will provide leadership training centered around scholarships in the U.S. to improve technical skills (including but not limited to economic affairs), promote tolerance of diversity, and advance Burma’s self-reliance.

Position Description:

The COP will be responsible for providing vision, leadership, and guidance for the project. S/he will service as the project’s main point of contact for Government of Burma (GOB) institutions, USAID/Burma, and other stakeholders. The COP will be responsible for Burma-based project management and technical operations and ensure that project tasks are completed on time and the project objectives are successfully met. The ideal candidate will have experience working with the Burmese government and Burmese educational organizations and have deep experience overseeing capacity development activities as well as knowledge of best practices in participant training. S/he will also have the ability to forge and sustain constructive and inclusive relationships with local stakeholders. FHI 360 anticipates that the Chief of Party will be based in Yangon but with project-funded travel to other parts of Burma. This position is contingent on project funding. Job Summary/Responsibilities:

  • Lead the Burmese-based project team and serve as the primary point of contact with USAID regarding the day-to-day activity implementation and management matters relating to the agreement.
  • Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget.
  • Serve as a point of contact for information on the progress and current status of project activities.
  • Establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
  • Establish procedures for grants to ensure compliance with USG rules and regulations, as well as FHI 360’s policies.
  • Manage the preparation and presentation of work plans, M&E plans, and reports.


  • At least 10 plus years of experience successfully managing complex international programs (implementation, logistics, budgeting, staffing), including at least 3 years as a COP or senior manager of projects of similar scope and complexity; preferably those funded by USAID and those conducted in Burma.
  • Experience working in Burma on donor-funded projects related to higher education, scholarship implementation, capacity building, civic participation, participant programming, economic strengthening, and/or inclusion of diversity and difference.
  • Experience bringing together stakeholders from across government, education, civil society, and the private sector.
  • Ability to manage USAID agreements, especially those with significant grant components, and all required reporting requirements.
  • Ability to perform internal control functions to manage day-to-day operations of the project.
  • Demonstrated interpersonal skills, creative problem solving, and ability to mentor staff required.
  • Shares FHI 360’s vision for supporting diversity and fostering participant inclusion.
  • Master’s degree in a relevant field.
  • Fluency in Burmese strongly encouraged and fluency in English required.

Typical Physical Demands:

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements:

  • 10%-25%
