Org. Setting and Reporting

This post is located in the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (SRSG OSRSG-CAAC). The mandate and work of the office derives from General Assembly Resolution 51/77 and subsequent General Assembly resolutions, as well as successive Security Council resolutions on children and armed conflict. The incumbent will report to the SRSG OSRSG-CAAC.

Responsibilities

Under the direct supervision of the SRSG, the Senior Political Affairs Officer will be responsible for the following duties:

  • Formulates political affairs strategies for the SRSG on mandate related issues; develops plans of action to political problems related to children and armed conflict; oversees the implementation of those strategies with Member States, regional or sub-regional organisations and parties to the conflicts aiming at securing additional political commitments and consensus;
  • Identifies emerging issues pertaining to the mandate of the office including developing activities to address those new challenges and identify political spaces to ensure efficient implementation of political strategies on children and armed conflict issues;
  • Plans, coordinates and manages activities requiring engagement with Executive Office of the Secretary-General (EOSG), interdepartmental and/or interagency involvement and participation on political issues related to the children and armed conflict mandate;
  • Coordinates and directs the provision of the work required by the General Assembly, the Security Council and their subsidiary bodies, and special conferences and summits related to the work of the Office;
  • Provides continuous guidance and advice to the SRSG concerning CAAC political issues;
  • Acts as political coordinator for complex coordination and support missions of the SRSG;
  • Prepares and oversees briefing notes and talking points for and provides substantive inputs to the Special Representative of the Secretary-General, Senior Advisers, and Secretary-General;
  • Plans and implements the managerial activities related to the work of the Front Office of the OSRSG-CAAC and the OSRSG-CAAC Liaison Office for Europe with reference to CAAC and incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the Office;
  • Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs;
  • Manages, coordinates, organizes and supervises research on the issues of children and armed conflict;
  • Represents the Office at round tables, seminars and conferences and coordinates meetings with Member States in reference to the political strategies and activities of the SRSG;
  • Formulates the programme of work, budget and medium-term plan of the Office and participates in the overall approval of the programme of work, and administrative matters concerning the Office; coordinates and oversees work of colleagues and Office;
  • Develops and maintains relations with senior government officials and advises them on CAAC related issues;
  • Performs other related duties as required.

Knowledge of peacekeeping, conflict and post-conflict contexts. Ability to evaluate international political situations in the area of CAAC. Education

Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in the coordination of regional operations and activities related to peace and security, humanitarian, or protection mandates in conflict or post-conflict settings is desirable. Experience in the oversight of information collection and specialized monitoring and reporting on various aspects of peace and security, humanitarian, or protection agendas within the United Nations system, or comparable international organizations, is desirable. Experience in the handling of child protection concerns in different geographic regions affected by conflict is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable. Knowledge of Spanish is desirable. Knowledge of another UN official Language is an advantage.
