The position

The role of the Head of Safety and Security AKHS is to establish and secure a safe working environment for staff and patients in all of our health facilities in Afghanistan. A primary responsibility is to build medium to long-term capacity for AKHS, Afghanistan within the safety and security field, encompassing the development of human and technological capabilities, organization and infrastructure systems required to deliver a robust security strategy.

Based in Kabul, the position is to review, revise and implement management systems, processes and programs for the safety and security of AKHS, A personnel and assets countrywide.

Capacity Building - Personnel

  • Review and revise the AKHS, A security staff organisation chart to ensure that positions, responsibilities and staff profiles are appropriate and design job descriptions accordingly to ensure that they are in-line with organisational needs and practical realities and objectives are specific, measurable, and attainable;
  • Review training, reporting lines, resources and compensation levels for security and safety staff are appropriate, measured against market standards and are updated;
  • Identify existing talent and new potential hires and advise on adjustments to the safety and security team with the aim of ensuring high-quality and consistent individual and team performance;
  • Make recommendations to management regarding succession planning and long-term management of AKHS, A security posture;
  • Facilitate and encourage a strong risk management and safety culture within the organisation;
  • Quality Assurance Manage AKHS, A security equipment, tools, and resources efficiently;
  • Ensure that risk and threat assessments on facilities, programming and operations are conducted as required, provide analysis and impact assessments and share with appropriate staff and management;
  • Ensure that appropriate safety and security measures are in place at all AKHS, A facilities and are subject to periodic testing;
  • Oversee the overall, day-to-day management of AKHS, A security program, staff, policies, procedures, and frameworks;
  • Ensure that reporting and analysis functions are completed on time and distributed to management as appropriate;
  • Advise and assist AKHS, A management in any crisis situation.

Reports & Returns

  • Provide security briefings to staff and management as required;
  • Provide weekly progress reports on the consulting services by email, circulated to the AKHS, A CEO, the AKHS;
  • Global Security Advisor and/or other designated individuals as required;
  • Provide regular updates and analysis of ongoing security and safety related concerns, issues, events or situations that are impacting or may impact upon AKHS, A staff, operations, reputation or assets.

The requirements

  • Bachelors preferably Masters in a relevant field of military studies, security management, political studies;
  • 10-15 years work experience with some experience in Afghanistan and ideally also in other conflict countries at a management level;
  • Knowledge in modern safety and security solutions;
  • Change management, stakeholder management skills;
  • Fluent in English, Dari, Pashtu;
  • Excellent stress and time management skills;
  • Able to deal with complexity and make decisions with ambiguous levels of data.

  • Excellent written and communication skills and ability to bring people together to achieve a common goal;
  • High integrity, attention to detail;
  • Able to work long hours under challenging and hazardous conditions.
