Deputy Chief of Party (ACMA2)

The program entitled ‘Approche Communale pour le Marché Agricole au Bénin – Phase 2 (Local Approach to Agricultural Market in Benin - Phase 2) – ACMA2, funded by the Dutch Embassy in Benin, aims at improving food security and nutrition in 28 communes of Ouémé, Plateau, Zou and Collines Regions (Départements) in Benin. Its approach consists of facilitating access of agricultural value chain actors to local and sub-regional, especially Nigerian markets through multi-stakeholder dynamics that build on resources available in each commune. Various actions are facilitated along the target value chains: inputs access and innovations, access to finance, transborder trade and information and communication technologies for agriculture (ICT4Ag).

The Deputy Chief of Party (DCoP) will strengthen communication with the program partners and local communities and lead ICT4Ag activities related to agricultural production, processing and trade with actors (male, female and youth) along the targeted value chains. S/he will ensure that proposed activities are aligned with the program’s approach and local priorities and policies. S/he will assist the Chief of Party (CoP) in the overall management of the ACMA2 program.



  • Maintain coherence between technical program interventions and technical recommendations of the program advisory committee, the steering committee and the donor;
  • Coordinate technical contributions from implementing partners;
  • Act as interim CoP when requested.

Programmatic and Technical

  • Coordinate the design, planning, implementation and monitoring of all activities related to ICT4Ag and with various partners and local communities, and ensure their alignment with the approach of the ACMA2 program;
  • Ensure there are no duplications of efforts and develop collaboration with other projects and initiatives in the target areas;
  • Coordinate the follow-up of recommendations of the program monitoring committee (Comité de Suivi) and of various technical/evaluation missions;
  • Mainstream gender in program activities;
  • Provide supervision, support, and direction to technical staff and consultants;
  • Review technical deliverables and documents;
  • Contribute to the supervision of the monitoring and evaluation activities of the program;
  • Participate in regular field visits to the program areas to assure progress based on results’ indicators;
  • Write high-quality technical progress reports;
  • Lead the development of analyses and other studies to feed the learning/capitalization process on the program’s approach;
  • Assist the CoP in setting the strategic and technical direction for the program;
  • Assist the CoP in the design of work plans, in reporting, in monitoring of key outputs, outcomes and deliverables, and in performance evaluation.

Communication and Outreach

  • Establish, maintain and strengthen relationships with (i) IFDC technical teams involved in other projects relevant to ACMA2, (ii) the Intercommunal consultation frameworks and value chain stakeholders, and (iii) government and local authorities’ officials;
  • Facilitate the sharing of experiences, learning and capitalization within the technical team and among consortium members.

Financial and Administrative

  • Assist the CoP and the Finance & Administration team in budget planning and monitoring and in the compliance of technical team members with Finance & Administration policies and procedures.


  • Postgraduate or Master in social sciences, communication, economy or development studies;
  • At least 7 years of pertinent experiences;
  • Knowledge in communication and innovation studies on value chains;
  • Practical experiences in using ICT4Ag to support various actors in value chains;
  • Good team builder capable of facilitating dialogue among different stakeholders;
  • Good knowledge and concrete experiences in agricultural sector and agribusiness;
  • Good knowledge in theory of change, project cycle and logical framework and result – oriented management;
  • Excellent skills in facilitation, conflicts management, negotiation and coaching;
  • Experiences in working/collaborating with the public services, private sector and civil society;
  • Good knowledge in gender and development issues;
  • Good report writing capacity;
  • Proficiency in French language (level C2);
  • Proficiency in English language.
