Chemonics seeks a chief of party for the anticipated five-year, $15-million to $19-million Safe Water Activity in the Philippines. The project aims to improve water security for water-stressed communities by increasing access to resilient water supply and sanitation services, improving sustainable management of water resources, and strengthening water sector governance. Safe Water will work at multiple levels: national, regional, and local. Partnering with key institutions and stakeholders, it will provide timely and foundational support to enable partners to address the most critical challenges to achieving water security. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide high-level strategic vision, overall leadership, and technical management to ensure project success
  • Serve as key liaison with USAID and local counterparts, including relevant ministries and agencies, private sector organizations, international institutions, and other USAID and U.S. government initiatives
  • Apply in-depth technical expertise to ensure an integrated vision among various components and a team focus on achieving results
  • Develop and implement annual work plans and budgets reflecting the needs and priorities of USAID, relevant local government ministries, and other relevant stakeholders
  • Ensure the use of appropriate management tools to plan, organize, and monitor costs and resources to achieve project objectives
  • Oversee operations of the project office in-country in accordance with the policies and procedures established by Chemonics management, including human resources, procurement, finance and administration, and subcontracting

Qualifications:

  • Master’s degree in natural resource management, environmental science or policy, water and sanitation engineering, public finance, public administration, or other relevant field
  • Minimum 10 years of relevant professional experience that showcases increasing managerial responsibility
  • Expertise on water security issues
  • Extensive and substantive experience working with counterparts at various levels of government, as well as nongovernmental organizations in managing international development assistance projects
  • Work experience in the Asia region or specifically in the Philippines
  • Demonstrated ability to work in challenging environments and with multicultural teams
  • Excellent interpersonal skills and ability to cultivate and maintain internal and external relationships with stakeholders, partners, and staff
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English, both writing and speak
