The National Democratic Institute for International Affairs (NDI) seeks a Resident Senior Program Manager to manage its research-based women’s political participation program as well as to assist the Resident Director in carrying out the Institute’s democracy assistance programs in Kyrgyzstan. The Resident Senior Program Manager will help apply public opinion research on gender attitudes and assist women activists, civil society organizations (CSOs), and political leaders in designing evidence-based education campaigns to target gender biases and expand women’s political participation. The Resident Senior Program Manager will also provide technical and management support to the Resident Director who oversees the broader Kyrgyzstan portfolio. The ideal candidate possesses strong leadership and management skills, as well as direct experience in political organizing, legislative support and training.

Professional experience in transition societies and sensitive political environments is highly desirable. The position is available June 1, 2019.

This position will be based in Bishkek, with frequent travel throughout the country. The Resident Senior Program Manager will report to NDI’s Resident Director.

Responsibilities:

  • In consultation with the Resident Director, manage the implementation of an NDI program focused on encouraging the participation of women in politics
  • Provide consultations and trainings on evidence-based advocacy, coalition building, issues research, and campaign organization
  • Develop and maintain relationships with key political and civic actors, government, and the donor community
  • Contribute to effective program monitoring to ensure programmatic goals are achieved and operational and reporting requirements are adhered to
  • Represent NDI to Kyrgyzstani government officials, party officials, legislative leaders, the diplomatic and donor community, and local and international non-governmental organizations
  • Draft and review/edit accurate and timely field reports that detail program activities, monitor and evaluate program results and provide political analysis
  • Provide day-to-day supervision, management, and mentoring of local program staff in the Bishkek office as needed
  • In consultation with the Resident Director, contribute to oversight and implementation of administrative and programmatic support duties conducted in the Bishkek office, including internal and external communications, travel, event organization, and financial reconciliations
  • Serve as a point of contact between the field office and NDI/DC, particularly with respect to programs s/he manages and conducts
  • Contributes to recruitment and hiring for staff vacancies
  • Perform other duties and projects as assigned by the Regional Director

Qualifications:

  • Bachelor’s degree, preferably in international development, political science or management or a related subject; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Minimum of ten (10) years of relevant work experience within women’s political participation, gender issues, advocacy, political parties, legislative branch, media and communications strategy and/or public opinion research. Practical experience in program design, strategy and evaluation -- experience implementing U.K. government-funded programs preferred
  • Experience managing and providing oversight of subgrants to local partners
  • Significant training experience in an international environment, particularly training of trainers; experience in Eurasia preferred
  • Experience in promoting the inclusion of underrepresented groups in political party or other programs
  • Ability to communicate skills and experience to others as a trainer and advisor
  • Demonstrated ability to effectively interact with all levels of staff, policy makers, senior political and civic leaders, government personnel, members of the donor and diplomatic community, and funders
  • Exceptional analytical skills to conduct and apply sophisticated political analysis to programmatic activities
  • Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
  • Experience working in a multi-cultural work environment and promoting staff development
  • Fluency in English required
  • Ability and willingness to travel to regional locations that may be remote and difficult to reach
  • Working knowledge of Microsoft Windows environment, Google applications, email technology, and spreadsheets
  • Exceptional writing skills to effectively create clear and concise reports
  • Ability to prioritize, delegate and monitor program responsibilities and tasks
  • Capacity to work both independently and as a member of a team
