SI is looking for a PSEA (Protection from Sexual Exploitation and Abuse) Specialist to be embedded within the LEARN Consortium. The position will be based in Northeast Syria.

The acute complexity of the Syrian crisis and associated Protection concerns, added to the scale of the LEARN Consortium, have led to the need to create a position specifically dedicated to coordinate, support and advise the partners on their respective PSEA policies.

Placed under the supervision of the LEARN Chief of Party (Consortium Director) within the Consortium Management Unit (CMU), this position will have strong functional links with the LEARN Protection, Compliance and MEL (Monitoring, Evaluation & Learning) Specialists. It will also have to work closely Consortium partner’s PSEA focal points, Protection and MEAL counterparts, as well as the overall NES PSEA Network.

General objectives:

Institutional Strengthening & Minimum Standards:

  • Undertake assessments to establish existing PSEA capacity and systems among Consortium partners;
  • Build PSEA reporting and investigation capacity for Consortium partners through training, coaching and mentoring of personnel working in relevant departments;
  • Support Consortium partners in reviewing or developing PSEA policies, Codes of Conduct and Anti-Harassment Policies as necessary, based on internal policies and global standards/best practice;
  • Support Consortium partners in developing internal complaints and investigation policies and protocols;
  • Act as Consortium focal point to share tools, best practices and sensitize on minimum standards among partners;
  • Constantly identify gaps, opportunities and prospects for improving prevention and response services within Consortium partners’ structures – ensure recommendations are appropriately disseminated and tracked.

Ensure PSEA Integration and Monitoring:

  • Work with Consortium partners’ focal points, managers and staff to ensure that programs and operations are integrating PSEA measures into all activities, including supporting health partners’ work with clinic-level staff;
  • Promote, amongst partners, participation of affected populations so they are aware of partners’ PSEA measures and Code of Conduct, and of their right to protection including how they would raise a concern about SEA;
  • Work with partners’ MEAL focal points and the CMU’s MEAL Specialist to ensure that MEAL activities incorporate a specific component to monitor PSEA measures;
  • Work with the CMU’s Protection, MEAL and Compliance Specialists to support partners in establishing community-level complaints mechanisms that facilitate reporting of SEA concerns by beneficiaries.

Support SEA Cases and Complaints:

  • As an inter-agency resource, provide technical guidance on ongoing investigations by Consortium partners in need;
  • Support partners’ planning and participation in any SEA incident investigation, as requested. Follow up and discuss subsequent actions required, to ensure the safety and welfare of individuals in cases of SEA caused by any of the partners;
  • Liaison between partners to provide technical support with regards to complex SEA issues and cases;
  • Contribute to service-mapping efforts to identify level of PSEA service provision and availability across NES, as well as actively supporting referrals to Gender Based Violence (GBV) service providers;
  • Lead the development of the CMU’s own roles responsibilities and workflows related to SEA reports received, ensuring a victim-centered approach that is in accordance and compliant with partners’ and donor’s policies.

Context and External Engagement:

  • Monitor and keep abreast of updates and deliberations on matters pertaining to PSEA across NES, the region and globally, including related to various PSEA networks and relevant forums, keeping CMU’s Protection Specialist, DCOP and COP regularly updated;
  • Engage in, and provide support to partners to engage in, PSEA-related activities or discussions in NES;
  • Support improved coordination between, and participation of, partners and the NES PSEA Network;
  • Contribute to Learning workshops and Lessons Learned exercises with a focus on PSEA initiatives.


  • Contribute to ensuring that partners comply with incident reporting obligations towards the CMU and Prime (as per relevant consortium agreements);
  • Provide inputs to relevant reports, internal and external, and provide strategic internal guidance on how and where to highlight the Consortium’s contributions;
  • Write, review or contribute to statements, talking points, position papers, strategies, policies and other documents and publications as required

Specific stakes and challenges:

  • One of the main challenge is related to management as there are 7 PMs with different projects to manage;
  • Ensure coherence and synergies of various projects (intervention to be strategy oriented and not grant’s oriented);
  • Ensure programmatic internal and external coordination.

Your profile


  • Masters education degree/s in either the following field: International Relations, Development Studies, Law, Psychology or Social work.


  • More than 4 years of direct humanitarian experiences in emergency countries;
  • Record of professional experience in PSEA;
  • Experience in Consortium Management highly desirable.

Technical skills and knowledge:

  • Excellent skills in training facilitation;
  • Good knowledge of GBV in emergencies programming;
  • Excellent drafting skills and ability to synthesis complex information and issues.

Soft skills and spirit:

  • Strong analytical and conceptual thinking;
  • A good listener with very well developed diplomatic skills;
  • Solution-oriented management.


  • Fluent English with excellent writing capacities is mandatory;
  • Arabic will be an asset.
