The post is located in the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief of the Section.

Responsibilities

Within assigned authority, the incumbent will be responsible for the following specific duties:

  • Contribute to and support the development of the secure module of SHERLOC (Sharing Electronic Resources and Laws on Crime) Knowledge Management Portal dedicated to the mechanism for the review of the implementation of the United Nations Convention against Transnational Organized Crime (UNTOC) and its Protocols;
  • Support States parties to UNTOC and its three Protocols with the information gathering process of the review mechanism;
  • Support the knowledge management of information on the implementation of UNTOC and its three Protocols;
  • Carry out legal research into efforts done by States parties in implementing UNTOC and its Protocols, including: researching, selecting and analyzing relevant legislation, case law and policies, etc., and uploading them onto SHERLOC;
  • Contribute to the planning, organizing and substantively servicing capacity building activities, including trainings on the implementation of the review process of UNTOC and its Protocols and legislative assistance to combat organized crime;
  • Participate in organizing the sessions of the Conference of the Parties and its Working Groups, including the organization of side events;
  • Contribute and provide input to the preparation of briefing notes, talking points, speaking notes, speeches and coordination of a variety of inputs on UNTOC and its Protocols for senior management and/or States parties;
  • Participate in the drawing of lots process; service, record and keep track of the drawing of lots and of country pairings; follow-up on redrawing and queries related to the pairings if necessary;
  • Provide support to general administration and programme management tasks, especially those that relate to programmes and projects on the implementation of UNTOC and its Protocols.
  • Perform other work related duties as may be required.

  • Professionalism: Has knowledge of policies and practices in international crime prevention and criminal justice, as well as the mandates of the United Nations Office on Drugs and Crime, in particular, has substantive knowledge of UNTOC. Has very good research and analytical skills and is able to evaluate, identify and contribute to the solution of problems/issues. Is able to analyse expeditiously extensive substantive legal documentation and prepare comprehensive reports and summaries. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Is able to apply good judgment in the context of the assignments given, plan own work and manage conflicting priorities. Education

  • Advanced university degree (Master’s degree or equivalent) in law, international law, criminal law, criminology or international relations or other related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible professional experience in crime prevention and criminal justice matters at the international level, including in international cooperation on criminal matters is required. Work experience of engagement in intergovernmental processes is required. Experience in data management, servicing intergovernmental bodies and in legislative assistance is desirable. Work experience in knowledge management is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English with excellent communication skills is required. Knowledge of another official language of the United Nations is highly desirable.
