The Chief of Party (COP) will be responsible for the overall technical and operational management of the Syria Local Governance and Civil Society (SLGCS) program. S/He should have considerable successful experience in the management and implementation of complex, United States Government (USG) or UK-funded programs, including programs in conflict zones that are remotely managed.

Ideally, the COP will have directly relevant experience managing Syrian governance and civil society programs, a thorough understanding of the Syrian crisis, as well as existing relationships with relevant stakeholders including among US policymakers, and national and regional Syrian opposition bodies and key figures.

Experience in the management of service delivery projects that require engineering support in conflict or immediate post-conflict environments is required. The COP leads, manages, and supervises all aspects of the SLGCS program, including administrative, financial, technical, and operational aspects in the assigned country and possibly in other countries such as Turkey.

Essential Job Functions

Primary responsibilities include, but are not limited to the following:

  • Provides strategic direction and leadership to ensure all project goals and objectives meet Blumont’s and the donor’s standards and objectives;
  • Liaise with donors, regional and central authorities, other development organizations involved in similar assistance programs in the region, and local communities to ensure support, coordination and satisfaction;
  • Ensures the strategy for capacity building of national staff to achieve project quality and to build sustainable national technical, administrative and management talent;
  • Manages and leads staff, consultants and contractors to ensure efficient and timely implementation of project;
  • Ensures the timeliness, cost and quality of all activities performed under the project;
  • Ensures that all program deliverables such as quarterly and monthly reports and work-plans are submitted on-time and in the highest quality; and
  • Other duties as assigned.

Required Education & Experience

  • Master’s degree or the equivalent advanced degree in International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration, Statistics/Social Research, or related fields;
  • 20+ years’ demonstrated experience supervising complex, fast-paced, politically sensitive field operations, at least years of which have been spent in COP or Deputy COP positions or their equivalents;
  • Ability to represent the organization and activity before senior government officials (US and foreign), the UN, and other international donors;
  • Experience managing or implementing activities with significant engineering and/or governance components that involves building relationships with local governance institutions, grants-making, and training;
  • Demonstrated working knowledge of project development, grant administration and management procedures as well as a mastery of the principles, methods, practices, and operational procedures of a variety of successful private business enterprises, NGOs or development programs;
  • Expertise in at least one of the technical-related areas such as governance, civil society, or the political transition process in Syria;
  • Fluency in English required. Proficiency in Arabic is desired, but not required.
