FHI 360 is seeking applications for a Deputy Program Director for a global USAID project focused on sustainably strengthen medical product quality assurance systems in Low- and Middle-Income Countries (LMICs). The Deputy Program Director will be a key member of program leadership and be responsible for coordination and collaboration across program portfolios (i.e. USAID/Washington-funded and Mission-funded) and between headquarters and the field. S/he will be critical in project set-up and daily operations, ensuring provision of world class technical assistance that is linked to the program’s monitoring, evaluation, and learning framework. S/he will be an integral member of the program leadership to ensure technical services are properly managed and provide service as defined in annual workplan (global/regional/country level). It is anticipated that the position will be based in Washington, DC and will report to the Program Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Summary/Responsibilities:

  • Provides support to the overall leadership and management to programs, ensuring strategic program direction and compliance with organization policies and procedures and donor (USAID) regulations;
  • Coordinate the development and implementation of the project technical and operational strategies, adapting resources and tools as needed for the global/regional/national context;
  • Oversee a team of technical staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members;
  • Oversee technical outputs of all partner organizations and facilitate work planning and regular technical meetings for all partners;
  • Ensure technical provisions are delivered inline with the program’s monitoring, evaluation, and learning framework and advance the program’s research and learning agenda;
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision;
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations;
  • Represent the project in technical meetings, conferences, and coordination platforms;
  • Serve as the primary program representative in the absence/temporary leave of the Program Director and/or Technical Director.

Qualifications:

  • Bachelor's Degree required, Master's Degree or higher in public health, pharmacy, life or social sciences, or a closely related field is preferred;
  • 10+ or more years of progressively more responsible technical supervisory work experience that involved direct leadership of professional and support staff, and oversight and evaluation of staff performance and deliverables;
  • Knowledge and experience working within the health sector; with focus implementing and managing large, complex public health programs related to health systems strengthening in low-and-middle income countries;
  • Demonstrated technical competence in key technical areas of medical product quality assurance;
  • Experience with one or more disease-specific programs (e.g., HIV/AIDS, malaria, TB) is desirable;
  • Demonstrated executive-level qualities; broad technical and strong management expertise and experience; mentoring, supervision, and facilitation skills;
  • Demonstrated track record to network and communicate with a wide range of stakeholders;
  • Demonstrated track record of working in teams and fostering partnerships;
  • Experience with a USG cooperative agreement preferred;
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies;
  • Strong interpersonal, writing and oral presentation skills in English; fluency/proficiency in a second language desired;
  • Ability to work independently and manage a high volume work flow;
  • Relevant computer software skills, including at a minimum, MS Office, etc.
