Job Summary:

Working under the supervision of CARO's Technical Advisor Risk & Compliance, with a dotted line to the HQ Ethics Unit, you are responsible for advising and supporting Country Programs (CPs), including partners, around Fraud Deterrence, Detection, Prevention and Response. You will be the liaison between the CPs and the HQ Ethics Unit's Fraud Prevention and Response colleagues, which includes reviewing Inquiry reports, SOWs and Internal reports. You will analyze trends and identify emerging issues, behaviors and process gaps based on prior experience and known fraud indicators that can pose a future risk. The position is required to leverage technology and experience to identify suspicious activity.

Main Responsibilities:

  • Lead the CARO Fraud Allegation Management (FAM) portfolio by proactively driving compliance assistance to the CPs;
  • Contribute to improved investigative capacities and report writing beyond looking into the small cases which continue to be handled at the CP level;
  • Perform FAM historical analysis, interpret results, and provide recommendations for staffing, process and systems improvements to leadership;
  • Organize periodical reporting to CARO RMT;
  • Support with preparing Bi-Annual Risk Reporting and Analysis and facilitate review by DRD Ops, RFO and RTA's. Follow-up on any identified issues, questions and/or concerns. Ensure timely closure of outstanding issues;
  • Where requested/assigned, represent TA Risk & Compliance in, for example, global working groups for risk and compliance matters.

Detailed Responsibilities:

Operational Leadership

  • Provide technical leadership, oversight and coordination to CARO CPs to ensure that appropriate Fraud Deterrence, Detection, Prevention and Response systems and procedures are in place and are fully operational;
  • Provide Fraud Allegation Management support and expertise to CARO CPs and upon request to other CRS regions if applicable and when available;
  • Analyze and report on fraud trends;
  • Actively participate and support initiatives, meetings and trainings initiated by the HQ Ethics Unit;
  • Support Internal Control improvements because of fraud trend analysis.

Technical Assistance

  • Pro-actively carry out regular fraud and internal control vulnerability assessments and support CPs in amending working procedures accordingly;
  • Advise TA Risk & Compliance and RMT members on CARO FAM decisions, procedures, policies and practices;
  • Monitor open sources and cultivate different sources of information/analysis around fraud and corruption trends in the region. Share relevant information items with the TA Risk & Compliance for wider dissemination;
  • Actively contribute to regional Community of Practice calls to ensure knowledge sharing and learning development.

Organizational & Systems Development and Staff Capacity Strengthening

  • Support CPs in the recruitment and development of staff involved in fraud prevention and response;
  • Liaise with other members of the CRS Global Fraud Prevention and Response community for additional sources of technical or training assistance, best practices and learning;
  • Make recommendations on training needs of relevant CP staff. Strengthen local training capacity and facilitate trainings as needed;
  • Contribute to improved FAM report writing capabilities across CARO CPs.

Key Working Relationships:


  • (Deputy) Regional Director(s), TA Risk & Compliance, other Regional Technical Advisors, Country Representatives, Heads of Operations, Heads of Programs, Finance Managers, CP based Internal Auditors and/or Risk & Compliance staff, HQ Ethics Unit.


  • International and local partners, including local and US Catholic agencies.


  • Education: Bachelor or Master's degree in relevant field of study (depending on prior experience and other competencies);
  • Experience: minimum of 3-5 years of prior work experience as an employee, consultant or intern (cumulatively) + CFE certification (or in the process of obtaining the CFE certificate).

Skills & Competencies:

  • Ability to maintain absolute confidentiality and discretion;
  • Ability to think analytically and act methodically;
  • Strong writing skills, ability to write clearly and succinctly (including commenting and editing writing of not native English speakers);
  • Effective communication skills (Email and Skype) in a remote environment and ability to get things done in a matrix environment;
  • A keen sense of customer care and service. You are a trusted business partner;
  • Strong interest in insuring optimal stewardship of scarce aid resources intended for the poor and vulnerable;
  • Mastered ability in receiving and providing feedback;
  • Ability to improve continuously;
  • Strong planning/organizational and analytical skills;
  • Sense of humor;
  • Computer literacy in MS Office, Excel, and SharePoint.

Language Required

  • Oral and written fluency in English and French required.


  • Approximately 50% of travel, primarily to/within Central African countries, and sometimes in remote areas with minimal amenities available. Often with short notice.
