JOB SUMMARY:

Reporting to the West and Central Africa Representative, Monitoring Evaluation & Learning (MEL) Advisor will developing and implementing an overall M&E strategy for the region including overseeing the implementation of the M&E systems, evaluation, and document learnings.

She/He will provide technical support to country MEL leads, and help develop country frameworks, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all countries’ activities. The MEL Advisor will also support country MEL teams to ensure that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. She/he will also be responsible for building the capacity of country MEL teams, across key activities. The MEL Advisor will also be responsible for ensuring the timeliness and quality of the routine reporting of country level data into the organizational DHIS2 database.

RESPONSIBILITIES:

  • Support country M&E manager to develop and implement country specific M&E plans and project M&E strategies and frameworks;
  • Design, implement, and manage the creation of country specific DHIS2 dashboard, and a regional one that will generate timely information and feedback to countries against their national and project targets;
  • Provide technical assistance as needed to key decision makers (country, regional staff) in order to efficiently generate, use, and communicate data effectively and to access data, effectively conduct evaluations and operational research, including design, data collection, management and analysis, which should be in-line with international standards;
  • Develop or review Performance Monitoring Plans (PMP) and M&E frameworks, to capture project performance and results;
  • Compile, analyze, and present high-quality data and ensure that other process and outcome level indicators are reported on and in accordance with regional project PMP and M&E plans;
  • Review and provide data for quarterly, semi-annual, annual and end of regional project reports;
  • Develop or support the development of dissemination plans that capture lessons learned and best practices;
  • Determine dissemination opportunities, and develop presentations, abstracts, and peer-reviewed articles;
  • Use evidence from multiple sources to contribute towards strategic decision-making and project planning;
  • Support strategic collaboration activities with key stakeholders to learn from evidence generated by the project, and adapt interventions as appropriate;
  • Ensure that all MEL activities consider a gender and youth sensitive dimension;
  • Any other tasks assigned from time to time.

REQUIREMENTS:

Must possess the following requirements with or without a reasonable accommodation.

  • Advanced postgraduate degree in public health, demography, epidemiology, biostatistics, social science or related field;
  • Able to work and travel across WCA, and must be able to legally work in their country of residence;
  • Five to ten years of work experience in monitoring and evaluating international health sector development projects, with strong preference for candidates with deep understanding of sexual and reproductive health/family planning;
  • Demonstrated experience across the following:
    • Development of evaluation designs and operational research studies;
    • Creation and implementation of PMP/M&E strategies and plans;
    • Development of quantitative and qualitative protocols, including mixed method methodologies, analysis, report writing and dissemination of data;
    • Utilization of health management information systems, including the reporting of data;
    • Conducting data quality assessments.
  • Expertise to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Stata or/and SAS;
  • Ability to tailor data collection approaches to local needs, interests, and capabilities;
  • Proficiency in Microsoft Office applications (Excel, Outlook, PowerPoint, Word).

  • Must like working with people, and building others’ capacity;
  • Ability to coach, mentor and develop technical capacity of technical staff;
  • Demonstrated leadership, strategic thinking, and organizational, team-building, and representational skills.

PREFERRED SKILLS, ABILITIES AND FUNCTIONS:

  • Excellent communication and writing skills, as well as negotiation and management skills;
  • Bilingual French and English;
  • Proficiency in database experience.
