Position Summary:

The Humanitarian Program Manager is responsible for overseeing all of RI’s emergency programs in Afghanistan. The Humanitarian Program Manager will lead the design of all humanitarian programs, oversee implementation, and ensure timely reporting. He/she will be key in driving the growth and expansion of RI’s emergency portfolio. This position requires an individual who is accustomed to the pace of emergency response programming, has experience in successfully leading a diverse team, does not require close supervision or direction, is flexible and highly responsive, and excels at building and strengthening relations with donors.

Position Responsibilities and Duties:

Program Management

  • Manage RI’s humanitarian portfolio in Afghanistan, which includes rapid response/emergency response mechanisms
  • Kick start activities, which includes: hiring and training a team, procuring necessary program supplies, developing a spend-down plan and work-plan on the offset, and coordinating with other support departments for timely implementation.
  • Directly manage program budgets, forecast procurements, and human resource needs and work with finance, HR, and operations to prevent gaps in services.
  • Manage his or her teams to complete program goals on time and on budget
  • Capacity building of his or her team members
  • Evaluate activity progress and determine necessary actions to course correct in collaboration with technical leads and M&E.
  • Manage donor requirements for data collection and reporting
  • Develop and establish a work plan for carrying out programme deliverables and required activities
  • Develop and maintain strategic relationships with local partners, donors, and vendors
  • Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc.
  • In collaboration with the Grants Unit, organize and lead program kick off meetings, grant review meetings and grant closeout meetings and lead in the development and oversight of the RI Mobilization plan for the first 3 months of program implementation.
  • Work closely with the Grants Unit to ensure compliance with donor requirements at all stages of the Program lifecycle

Program Design and Expansion

  • Represent RI, in coordination with the technical leads, at relevant stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for RI
  • Lead needs assessments and manage assessment planning throughout Afghanistan to identify new program opportunities in collaboration with Program Director
  • Stay up to date with all regional and country-specific response plans by the U.N., donors active in the relevant clusters, and other key actors
  • Lead on emergency proposals and concept notes, drafting technical sections and budgets, and liaising with humanitarian donors throughout the program development process

Program Quality

  • Spend significant time at field sites to ensure quality.
  • Ensure a high quality of implementation, and documentation of results and impact, including lessons learnt, for these programs. Be accountable for the successful implementation of related grants.
  • Mentor the humanitarian programme leads in field offices including Provincial Program Coordinators (PPCs).
  • Ensure program quality by establishing a system of regular supervision, feedback and improvement for staff delivering clinical care and community services.
  • Identify gaps and make adjustments to programming to ensure RI is meeting targets and being responsive to new health and nutrition needs in the area.
  • Establish strong links with community leaders and local authorities.
  • Represent RI at the local, national, and regional levels, including attendance at high-level meetings, with clusters and working groups, and in donor meetings.
  • Provide guidance and expertise in strategic expansion of humanitarian programming.
  • Train staff as necessary to increase their capacity for quality emergency response.
  • Provide analysis of the humanitarian situation, trends and ensure Rl Afghanistan response preparedness.
  • Leading emergency assessments as required and report development for circulation to the humanitarian and donor community.
  • Establish and consolidate relationships with partners, including national and international NGOs, UN, donors and relevant government representatives for improved project implementation and to position Relief International as a credible, effective humanitarian organisation.
  • Ensure all projects are well coordinated with relevant government authorities and other humanitarian actors.
  • Liaise with donors to ensure Rl's planning is aligned with donor priorities, donors understand the needs and situation on the ground, and Rl's capacity to respond.
  • Lead the development of 1contributions towards concept notes, and proposals for humanitarian interventions.
  • Represent Rl in humanitarian coordination forums including clusters.
  • Prepare concept notes and funding proposals for humanitarian response with inputs from national staff and PPCs and in coordination with the grants manager and program director.
  • Ensure proper budget follow up, projections and budget re-alignments where needed.
  • Provide leadership and technical support to humanitarian response and preparedness projects.
  • Lead the recruitment, management and training of the national program staff in each field site whom might be involved in emergency preparedness and response.
  • Ensure quality and timely reports of the humanitarian response are prepared and submitted.
  • Provide analysis of the humanitarian situation, trends and ensure Rl Afghanistan response preparedness.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Master's degree in relevant discipline: development studies, project management, etc.
  • At least 4 years of experience managing humanitarian projects.
  • Experience with humanitarian donors including OCHA, OFDA, ECHO in terms of implementation and proposal preparation.
  • Experience with cash and voucher programming preferred.
  • Excellent interpersonal and written communication skills.
  • Excellent planning and project design skills.
  • Ability to communicate effectively with, and build the capacity of, national staff.
  • Ability to work under difficult and often stressful conditions with significant movement restrictions.
