Job Summary:

You will manage and provide technical oversight of the development and implementation of the Country Program (CP) Emergency Food Security Program in Western Equatoria, specifically supporting on cash (vouchers), markets, SILC, and livelihoods programming. You will ensure effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services' (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its cash (vouchers), markets and livelihoods programming.

Job Responsibilities:

  • Provide management, guidance, and technical oversight of an anticipated food security program focusing on cash (vouchers), markets, SILC and livelihoods throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage talent for program and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Lead the development of program learning in the area of cash (vouchers), markets, and livelihoods and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Develop or contextualize relevant resources, guidance and tools that support quality cash (vouchers) and market-based programs for use in program activities.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP markets and cash sector portfolio in line with agency, regional, and South Sudan strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in market-based programming per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Oversee technical assistance and capacity strengthening activities in market-based programming for staff and partner organizations (including response analysis, market analysis, and implementation of cash and market-based programming) to enhance program quality and impact.
  • Develop high quality donor reports that are in line with donor requirements.
  • Oversee the identification, assessment and strengthening of partnerships relevant to market-based programming and the appropriate application of partnership concepts, tools and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
  • Serve as focal point for CRS operations in Western Equatoria, including government and donor engagement.

Typical Background, Experience & Requirements:

Education and Experience

  • Master's Degree in International Development, International Relations, Agriculture, Economics, or other related fields required. Additional experience may substitute for some education.
  • Minimum of 5 years' experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of cash (vouchers), markets and/or agriculture
  • Experience in managing moderately complex projects preferably with an international NGO. Experience in assessment, design, planning, start-up and/or implementation of cash-based programming in volatile contexts a plus.
  • Ability to conduct quality market assessments and response analysis processes; familiarity with Minimum Economic Recovery Standards (MERS) and other industry standards and best practices preferred.
  • Demonstrated application of technical principles and concepts for humanitarian cash programming across different sectors, including food security, livelihoods, and social protection.
  • Demonstrated application of monitoring and evaluation system including technology in development (ICT4D) to advance results agenda.
  • Experience in business development, project design and proposal development in cash and markets, and a demonstrated ability to write high quality technical proposals.
  • Demonstrated experience in the selection of appropriate delivery mechanisms and selection of Financial Service Providers.
  • Experience engaging with donors, peer organizations, and civil society partners.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience integrating gender and protection mainstreaming approaches in cash-based programs a plus.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems, and budget management systems required.

  • Travel Required: Ability and willingness to travel up to 50% of the time to project sites and Juba for donor meetings and representation.

  • External: Donors, UN Agencies, Yambio government officials, local church partners, Caritas Yambio and Caritas Austria.
