Background

Relief International has been invited to participate in the Co-creation stage of a three year, USD $5 million USAID program in Bangladesh. By creating sustainable, market oriented resilient livelihood opportunities for HCs and promoting social cohesion with Rohingya refugees, the project aims to reduce the risk of conflict in Cox’s Bazar. Capitalizing on the unique expertise of the partners, the Youth Entrepreneurship and Empowerment Support (YES) Program will take a community driven development approach to enhance the skills and competencies of unemployed youth in Teknaf, Ukhiya, Ramu and Cox’s Bazar Sadar and facilitate positive interaction between HC and Rohingya communities through outreach and campaigns.

Objective of the consultancy

The overall objective of the consultancy is to assist RI and its project partners in the design and development of the project through the co-creation phase. The consultant will advise RI’s technical assistance teams (job creation, youth) on how to design interventions in a conflict sensitive and accountable manner following ‘Do No Harm’ principles. The consultant will work with national and international staff to advise on best practice in the area of conflict analysis and conflict mitigation. This will involve participating in the co-creation phase, and in the full development of the project.

ESSENTIAL RESPONSIBILITIES AND DUTIES

Main Objectives

  • Review the existing concept and provide relevant feedback on how to strengthen;
  • If relevant, work with RI on responses to USAID’s feedback;
  • Participate in the Co-design workshop in Dhaka with RI’s program development and technical teams, providing relevant contributions to the design of the program in written (as directed by the RPDM) and verbal format;
  • Review the full proposal and provide guidance to ensure the concept adopts a conflict sensitive approach.

QUALIFICATIONS

  • Postgraduate qualification in Peacebuilding, Security, Human Rights (or related field);
  • Previous demonstrated experience in conducting conflict sensitivity and situation analysis in Bangladesh (and, ideally, Myanmar);
  • Experience engaging with a variety of actors;
  • Commitment to Do No Harm and accountability principles;
  • Ability to plan work and achieve goals in a timely manner, working independently;
  • Excellent communication skills, written and spoken, in English.
