Reporting Lines:

Under the overall supervision of the FAO Representative/Country Director, and Assistant FAO Representative (Programme) and project staff, and in regular consultation and coordination with the Regional Communication Officer (FAORAP), the incumbent shall ensure coherence with FAO’s corporate communication policy and donor visibility guidelines.

Technical Focus:

The Consultant will work directly with the FAO Representative. S/he will provide technical support in strengthening internal and and external communication, media visibility, preparing of success stories, developing of communication strategy and contribute to the training and capacity building of local/national staff and other stakeholders in the country.

Tasks and Responsibilities:

  • Introduce new and creative approaches to improve the internal and external communication at FAO Representation, field offices, and projects, including improving communications between different sections, teams and projects for synergizing objectives and goals;
  • Review all projects in Afghanistan (ProDocs, periodic progress review reports) and identify those suitable for raising media visibility of good successes (media interviews with direct beneficiaries);
  • Prepare human interest/success stories around FAO’s work in Afghanistan for dissemination in the name of the FAO Afghanistan placed in international newspapers and other media outlets;
  • Provide required support for the preparation of FAO project video documentaries;
  • Build and foster contacts with regional and international journalists in both print and electronic media that regularly cover news about Afghanistan;
  • Arrange international and local media visits to FAO project sites in Afghanistan;
  • Ensure the development and regular updating of the FAO Afghanistan web pages and social media accounts; Situational Reports (SiTReP), including the generation of content and uploading a range of public domain publications (e.g., assessment reports, agriculture guidelines, brochures, flyers, etc.) and multimedia products, endorsed by FAOR, which reflect FAO programme activities, priorities and areas of expertise;
  • Develop a communication strategy document for awareness raising and promotion of FAO projects and programs, and particularly of FAO-GEF projects, based on the results from project activities, workshops and trainings, etc.;
  • Ensure the consistency, transparency and accountability of information as well as ensure the quality of communication documents and materials in line with FAO rules and guidelines and specific donor’s policies and requirements (GEF, GCF, PVCW etc.);
  • Coordinate and organize FAO events (where feasible) including for business promotion;
  • Arrange/facilitate foreign media visits to FAO project sites;
  • Build communication and outreach capacity of FAO national staff, including how to take good photographs, collect success stories and prepare brief news releases;
  • Prepare FAO Afghanistan publicity material for communication with key stakeholders; and
  • Perform other related duties, as assigned by the supervisor.
  • Carry out other relevant duties as requested by FAOR.

Minimum Requirements:

  • Advanced university degree in communication, journalism, social science, public relation, international relation/development, or closely related field.
  • At least seven (7) years of relevant practical experience in performing the tasks described above in developing project/programme, advocacy and communication specially with press and mass media, and/or awareness raising related to the FAO’s mandate and other similar functions/duties.
  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, and Russian).
  • Previous working experience in the region and familiarity with the country situation will be highly desirable.

Technical/Functional Skills:

  • Work experience in more than one location or area of work, particularly in field positions;
  • Broad network with media entities will be an asset;
  • Familiarity with social media, creative communication, and mass media strategy will be asset;
  • Good interpersonal communication, report writing and computing skills and must be fluent in English;
  • Experience with programme and communication with United Nations, FAO or other international agencies;
  • Demonstrated inter-personal ability to work as an effective team member in complex multi-cultural environments.
  • Demonstrated initiative and ability to deliver results within tight deadlines.
  • Work experience in Afghanistan or other hardship duty stations would be an asset;
  • Ability to work and plan at strategic as well as operational levels;
  • Facilitation and communication: experience of high level coordination and chairing of meetings;
  • Ability to work with a diverse group of stakeholders and develop consensus and joint working;
  • Strong networking skills and willingness to stay for full duration of the contract;
  • Experience with staffing, administration and finance, and coping with pressure;
  • Ability to work productively in a pressurized environment and to maintain visibly high levels of morale in difficult circumstances;
  • Ability to deal with political, technical, and people management challenges, administer budgets and work effectively with all staff and groups involved in the project;
  • Demonstrated ability to work and perform duties under security restricted conditions;
  • Experience in developing training materials and providing trainings/capacity building programs;
  • Familiarity with the UN Communications rules and procedures;
