POSITION SUMMARY:

The Senior Program Officer is an integral part of a team that manages projects to advance equal access to rights and justice, expand inclusive avenues for civic participation, and promote accountable governance. The Senior Program Officer will provide oversight and support to the implementation and management of programs in Ukraine, specifically the Veterans Reintegration and America House Kyiv projects. In addition to program management responsibilities, the Senior Program Officer is also expected to support organization and practice-wide initiatives and contribute to new business development. This position is contingent upon funding.

GENERAL DUTIES & RESPONSIBILITIES:

  • Work with field-based team and provide technical support to the Veterans Reintegration Program, America House and other programs in Ukraine ensuring project quality and producing high quality program deliverables;
  • Lead the writing of work plans and other project strategy documents; contribute to design of project components drawing from the experience of working on similar projects in the past;
  • Contribute to the development of innovative programming for America House that meet US Embassy mission goals in the country;
  • Work across IREX to identify synergies and integrate IREX global experience and programs to America House events;
  • Make decisions and provide solutions to implementation obstacles both in the field and in DC;
  • Oversee all areas of programs budgets, including analyzing projections vs actuals, forecasting and recasting, and preparing modifications (realignments, cost and no cost extensions);
  • Provide supervision, mentoring and guidance to assigned staff, including interns, program associates, program coordinators and program officers;
  • Ensure all fiscal and performance activities are in compliance with IREX policies and procedures and donor regulations as well as with the US Embassy specific requirements and policies;
  • Identify, select and hire consultants that meet the objectives and vision of America House project as well as the needs of Veteran Reintegration project.

SKILLS AND EXPERIENCE:

  • Bachelor's degree, advanced degree preferred, in international development, public administration, Eastern European Studies;
  • At least two years of experience supporting development programs in Eastern Europe, Ukraine experience preferred;
  • Ability to manage different projects and work with tight deadlines;
  • Experience leading and managing teams with up to 10 people;
  • Excellent research and writing skills;
  • Able to work independently and as a team member with the ability to take initiative, meet deadlines, and be flexible;
  • Strong interpersonal and cross-cultural communication skills;
  • Experience working on USG-funded projects, experience with US Embassies preferred;
  • Ukrainian/Russian language skills strongly preferred.

Physical Demands:

  • Tasks involve some physical effort, i.e. some standing and walking, or frequent light lifting (2.5-5 kg.); or minimal dexterity in the use of fingers, limbs, or body in the operation of office equipment. Tasks may involve extended periods of time at a keyboard.
  • Extended period of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard.
  • Task requires:
    • Sound perception and discrimination
    • Visual perception and discrimination
    • Oral communications ability.
