The Forestry Specialist will work under the overall supervision of the FAO Representative in the Bangladesh, in close collaboration with the Assistant FAO Representative (Programme) and the Senior Resilience & Rehabilitation Officer/the Senior Resilience Programme Manager in Charge of the Cox Bazar Field office.

Technical Focus

The Consultant is responsible for assisting the Senior Resilience Programme Manager and team in the development and implementation of activities for the Forestry Sector Support Programme. The consultant will work closely with partners from government, UN and non-government agencies to ensure the technical quality of FAO’s work and suitability to the local context. The position will also ensure the highest levels of coordination with other stakeholders in the response and maximize the benefit of FAO’s contribution to the local communities.

Tasks and responsibilities

The Forestry Specialist will:

  • Oversee the FAO Cox’s Bazar Forestry unit and supervise the National Forestry project staff to ensure technical soundness of the activities being implemented;
  • Support the Senior Resilience Programme Manager to coordinate FAO’s work with that of others agencies working in the sector;
  • Work closely and maintain liaison with government partners from the Forest Department, Ministry of Environment and Forestry and Department of Agricultural Extension, Ministry of Agriculture to develop FAO’s programs in support of Government strategies in Forestry;
  • Provide technical inputs to the development of programs and projects in forest management, watershed management, reforestation, and agro-forestry (including nursery propagation, plantation management, watershed management, social forestry;
  • Liaise closely with the Lead Technical Officer and Forestry officers in RAP and HQ to ensure that appropriate and innovative technologies are mainstreamed into FAO work in landslide mitigation and land stabilization;
  • Develop training modules for the master trainers’ field extension workers and the beneficiaries on nursery management, reforestation, and forest protection;
  • Oversee implementation of field activities, ensuring cost-effective, efficient and technically sound strategies and methodologies are employed throughout sector work,
  • Develop written reports, making recommendations as well as responding diplomatically to sensitive issues regarding their findings;
  • Undertake stakeholder consultations for work in the Forestry sector to identify priority sector concerns and impact on vulnerable groups;
  • Conduct impact assessments and evaluations of FAO’s Forestry sector activities;
  • Develop plans and strategies for the implementation of FAO’s medium and longer-term forestry work in the area, along with government and NGO partners – resulting in a 3 year Forestry Sector Support Strategy;
  • Assist in development of technical specifications monitoring tools for forestry activities and associated Cash for Work activities in reforestation and DRR, including Smart Patrolling Protocols;
  • Provide leadership to the Energy and Environment technical Working Group (chaired by FAO and UNHCR) and represent FAO at the Natural Hazards Working Group.
  • Oversee development of Letters of Agreements (LoA) with partner organizations, including quality assurance and verification of activity completion prior to funds disbursement;
  • Capture lessons learned and best practices for sharing to the wider community of stakeholders;
  • Represent FAO at sector and technical working group meetings as required. (only for COF.REG);
  • Perform other duties as needed.


Minimum Requirements

  • Advanced university degree in (for Consultants)/University degree (only for PSA) in Forestry, Environmental Studies, Natural Resource Management or a discipline relevant to the terms of reference;
  • Seven years of relevant experience in the field of forestry and environment, preferably in the region;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
