Position Purpose:

The Health and Nutrition Senior Technical Advisor will be responsible for the global Health and Nutrition Strategy, designed to provide technical leadership and guidance to the Regional and Field Offices (RO & FO) for the design and implementation of programs for the improvement of health and nutrition in FH program areas. This position will ensure that technical approaches are aligned to countries strategies, and technical programs are designed with a clearly articulated Theory of Change in the achievement of the Child Focus Community Transformation targets, ministry performance, and are implemented according to work plans, and budgets. In addition, will ensure CFCT quality standards are met, and appropriate personnel are hired and timely reports are prepared and submitted to the Director of Health Programs.

Responsibilities:

Key Result #1 – Provide technical support to ongoing health and nutrition programs (50%)

  • Provide program quality support to ROs and FOs in the design and implementation of programs according to CFCT program quality standards and/or donor requirements;
  • Research / develop practical tools to decrease stunting and improve maternal, child health, and nutrition through social and behavior change communication;
  • Assist Regional Health and Nutrition Technical Advisers in assessing field capacities (staff and communities), and develop strategies to address capacities gaps through training workshops or other methods;
  • Support FH development and operationalization of CFCT health and nutrition initiatives across all fields offices;
  • Facilitate the contribution of the Health Unit in the development of global ministry standards, CFCT program standards, policies, and guidelines, through participation in relevant working groups, GSC processes, and feedback mechanisms;
  • Design appropriate monitoring systems to track program goals and objectives, monitor ongoing progress, suggest appropriate activity adjustments as necessary, and build the capacity of local staff to do the same;
  • Communicate with the USAID Food for Peace or OFDA staff, and/or other USAID staff, in order to support on-going and potential health and nutrition programs;
  • Maintain regular communication with colleagues in other GSC Units in order to act collectively as field advisers for the progress and pace of GSC initiatives;
  • Provide the Director of Health Programs and the Senior Director of Programs with regular reporting on the FO dashboard indicators for health and nutrition program quality, program outcomes, and develop appropriate recommendations for follow up;
  • Support other capacity building program activities in health, nutrition, and social and behavior change communication as assigned.

Provide technical support for the development of new programs (40%)

  • Lead proposal development processes, including technical writing, and the incorporation of other sector staff as needed, to health and nutrition funding opportunities from various donors;
  • Evaluate the appropriate health and nutrition assessments required based on the specific needs of an opportunity, and identify or develop appropriate assessment tools, and support and / or conduct the assessments;
  • Provide support towards program design in FH health and nutrition programs.

Represent FH at Private Voluntary Organization (PVO) coordination and briefing meetings (10%)

  • Represent FH at relevant forums and working groups (TOPS program and Core Group) in order to enhance FH’s technical work and reputation in the international development community;
  • Collaborate with other U.S.-based Private Voluntary Organizations (PVOs) on health, nutrition and social and behavior change communication best practices through working groups and information sharing;
  • Attend meetings in D.C. and elsewhere that are related to innovations, technical approaches, and / or best practices and strategies;
  • Document lessons learned in the field, especially new lessons gained from operational research, and share these lessons and new programmatic methodologies/strategies with relevant working groups;
  • Participate in the development of new tools within working group(s) in the area of health and nutrition.

  • Knowledgeable in monitoring and evaluation survey design, implementation, and analysis using statistical software;
  • Good trainer, skilled at implementing adult learning theory into teaching sessions;
  • Extensive experience working in overseas countries preferable, in Latin America, Asia or Africa;
  • Previous experience with backstopping USAID programs;
  • Excellent writing and editing skills;
  • Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and/or GoToMeeting;
  • Excellent organizational skills; ability to plan and coordinate work, ensure the efficient flow of projects and processes;
  • Ability to read and interpret field program reports;
  • Ability to review and provide support to fields on proposal guidance and requirements;
  • Ability to review and edit reports and proposals for donors;
  • Ability to stand for long periods, walking over rough, uneven or rocky surfaces at times;
  • Ability to sit at a computer for up to 8 hours a day doing repetitive motions on a keyboard;
  • Ability to lift up to 25 pounds above shoulder height;
  • Ability to travel up to 30% of time per year in the US and internationally, to insecure countries or locations.

Education and Experience:

  • Master’s degree in public health, nutrition, or related field; at least 5 years of experience implementing and/or managing relief or development programs, one year of which being located in a developing country; or equivalent combination of education and experience.

Supervisor Responsibilities:

  • This position does not have direct supervisory responsibilities.

Language:

  • Proficiency in spoken and written English. Knowledge of any other language such as French, Spanish or Portuguese at least at the intermediate level will be a plus. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
