Summary of the role:

IntraHealth would like to hire a Senior Field Coordinator to provide technical and program support in planning, coordination and implementation of zonal level activities in collaboration with Ingobyi technical teams and districts. The position holder will coordinate with all Ingobyi central and zonal teams to plan and implement workplans at district, facility and community levels. S/he will facilitate planning, coordination and delivery of supportive supervision and mentorship by senior specialists and team leads to support effective implementation of activities by district teams. The Senior Field Coordinator will supervise Zonal Coordinators, and report directly to the DCoP/Technical Director.

Key responsibilities:

  • Provide direct oversight and support to Zonal Coordinators;
  • Supervise, mentor and motivate Zonal Coordinators;
  • Provide leadership to ensure project activities are implemented in a timely manner at the zonal and district levels;
  • Develop and maintain excellent relationships with zonal and district level stakeholders;
  • Contribute to zonal and project level planning, implementation and management, while ensuring the project’s administra tive and financial integrity;
  • Ensure implementation of activities complies with USAID policies and regulations;
  • Ensure excellent communication and coordination between the project’s technical and non-technical teams at zonal level;
  • Coordinate with zones to facilitate senior technical teams and other central level staff to plan and support zonal staff through supportive supervision and mentorship;
  • Prepare all needed logistics for central level technical teams to support zonal staff and health facilities in Ingobyi supported districts;
  • Monitor implementation of zonal-level activities, identify challenges and develop appropriate and sustainable solutions with guidance from the DCOP/TD and senior team leads;
  • Facilitate progress reviews for zones by senior specialists and team leads;
  • Support the development of workplans at district and central levels;
  • Prepare progress reports for zonal activities and submit on time per the project’s reporting roadmap;
  • Represent Ingobyi Activity in key district level events and meetings;
  • Maintain productive and consistent communication with all Ingobyi staff; And
  • Supervise Zonal Coordinators to enhance project implementation and team performance.

Education:

  • A degree in medicine or nursing with a master’s degree in public health, demography or other relevant disciplines.

Knowledge (functional and/or technical):

  • Sound programmatic, administrative and financial management skills needed for developing M&E plans, work plans and budgets;
  • Clear knowledge of monitoring and evaluation principles and procedures;
  • Conversant with office regulations and of financial and administration systems in an international NGO setting, preferably with USAID funding;
  • Very good understanding of RMNCH and malaria services in the Rwandan context;
  • Very good understanding of Rwanda’s decentralized structure and coordination of health activities at district level;
  • Familiar with standards required for reporting to international and national stakeholders;
  • Advanced computer skills in Word, Excel, PowerPoint, and Outlook;
  • Proficiency in both written and spoken English

Abilities/Skills:

  • At least 8 years of experience implementing and managing large public health programs focusing on RMNCH and malaria in Rwanda;
  • Proven leadership and negotiation skills;
  • Strong analytical and presentation skills, including ability to use health and population data to make program and management decisions;
  • Ability to manage and coordinate integrated health programs at district or provincial level;
  • Extensive knowledge of the Government of Rwanda’s health interventions and priorities;
  • Excellent interpersonal, writing and oral presentation skills in English, French and Kinyarwanda;
  • Very clear understanding of USAID rules and regulations;
  • A strong sense of team work, coordination and accountability;
  • Ability to communicate effectively;
  • Ability to travel nationally.
