This position will be responsible for overseeing and coordinating programmatic implementation of the OVCY projects: Early Childhood Household Stimulation (ECHS) and Reaching Children and Adolescents in Households (ReACH) for implementing partners in Gauteng, Limpopo, KwaZulu Natal and Eastern Cape under the FHI 360 Capacity Developmnent and Support (CDS) Program.

Key Responsibilities:

Under the supervision of the Technical Managers, CDS, the Program Officer(s) will oversee the planning, implementation and monitoring of programmatic OVC activities by the partners to ensure their deliverables are met timeously and accurately. He/she will be responsible for outcomes and deliverables of the Evidence-based intervetions (EBIs) to meet OVCY Project goals and objectives. To be successful in this role, the incumbent will be required to travel to Gauteng, Limpopo, KwaZulu Natal and Eastern Cape to fulfil the requirements for effective program implementation and track performance of implementing partners.

Essential Job Functions:

  • Work jointly with Technical Managers to ensure smooth implementation of OVCY implementing partner work plans to ensure appropriate implementation of a comprehensive package of services for children and adolescents 0-17 yrs. and their caregivers to achieve project goals, objectives and targets;
  • Coordinate Evidence Based Intervention (Vhutshilo and Let’ Talk trainings and technical assistance to ensure high quality implementation/cascading of EBIs
  • Monitor IP strategies for targeting and enrolling eligible beneficiaries (especially children and adolescent 0-17 yrs. living with HIV) in line with the OVC sub population
  • Support IPs to strengthen family-centered case management monitoring (HIV-inclusive case management), Case mamagement care plan development, referrals, routine monitoring of child/ family well-being
  • Facilitate timeous and quality deliverables from implementing partners in support of OVC programs
  • Through daily and weekly monitoring, support IPs to actively track the two OVC Indicators and meet targets for OVC_SERV and OVC_HIVSTAT by ensuring that IPs has dedicated teams to conduct specific activities and correctly complete all relevant data collection tools
  • Participate in Quality Assurance/Quality Improvement (SIMS) activities, Routine Data Quality Assessments; Program Review and performance monitoring with CDS and IPs;
  • Facilitate collaboration and establishment of relationships between health facilities, District support partners (DSP) and IPs to assist with targeting of OVC sub populations;
  • Advocate for the value addition that OVCY programs has for health facilities and DSP in reaching the UNAIDS 95-95-95 goals;
  • Represent CDS in meetings at facility, sub-district and district level and provide information on the objectives and role/value add of OVCY programs to relevant stakeholders
  • Advise Technical Managers on matters of concern and elements of risk regarding partner implementation
  • Coordinate, develop and maintain high quality program documents, e.g. work plans, minutes of meetings, training reports etc.
  • Document challenges, best practices and success stories in the implementation of OVC program activities
  • Contribute to key program reporting deliverables, including, monthly, quarterly and annual report as required;
  • Perform other duties as assigned by the Technical Manager

Qualifications and experience:

  • University graduate or diploma in higher education in the health related field or NGO development work
  • Training and expertise in the HIV/AIDS field
  • At least five years’ experience in program coordination within the HIV/AIDS environment

Essential Skills and Knowledge:

  • Excellent report writing, presentation and administrative skills
  • Excellent time management and client coordination skills
  • Previous project management experience
  • Strong facilitation skills and ability to work effectively with people with diverse cultural backgrounds and experiences
  • Excellent communication and relationship building skills
  • Good knowledge of Computer skills (Email, Internet, Word, etc.)
  • Fluent in any local language and English
  • Valid driver’s license
  • Willingness to travel to provinces where implementation takes place
