The HW21 eLearning Program Manager will provide technical and program oversight and direction for this telementoring initiative in Uganda. S/he will be expected to use information technology platforms to support learning and performance of health workers, expanding the reach of training, continuous education, and performance support activities - ultimately decreasing the need for classroom-based courses.

The Program Manager will serve as the main liaison between HW21, the Ministry of Health and partners, and will act as an internal resource to staff and the Country Director on the ECHO® model for inter-professional team and problem-based learning, with a focus on strengthening facility-based HIV treatment and care towards the 95-95-95 objectives including laboratory, retention to care, index testing, PrEP and other key areas. Central to this role, will be the Program Manager’s leadership in working with expert specialist teams and national stakeholders to design curricula, and presentations for weekly tele-echo clinics or virtual grand rounds for coaching and mentorships of health workers in participating health facilities.

We are seeking an experienced individual with excellent organizational and technical skills, who is a team player, dedicated, hardworking, innovative, highly motivated and able to work in a high-pressure environment requiring multi-tasking abilities. This position is based in Kampala.

Responsibilities

Leadership and Coordination:

  • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of program activities
  • Maintain excellent relationships with donors and in-country stakeholders and develop rapid responses to donor requests
  • Ensure technical soundness of our programming, including promoting global recommendations on core HW21 Project health areas throughout implementation .
  • Lead the development and monitoring ofing workplans, budgets and reports for the HW21 project and support the Country Director, in providing periodic updates to partners and donors.
    • Represent HW21 within national forums, including the E & M Health technical working group and contribute to development of national strategic plans in close collaboration with the Ministry of Health, donors and other stakeholders
  • Lead eLearning interventions within Regional Referral Hospital hubs and spoke facilities linked to those hubs
  • Ensure that Jhpiego Uganda’s work is disseminated through National Scientific conferences regional and International conferences.
    • Lead the development and submission of abstracts, papers and presentations to journals and conferences
  • Work as closely with the Project Director allocated to this position

Management:

  • Ensure timely implementation of all program inputs HW21 project implemented in Uganda, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites, according to expected deliverable and donor specifications;
  • Work closely with the Technical Team on setting program short and long-term priorities, and respond to requests for support from local counterparts;
  • Assists in the production and distribution of teleECHO clinic course materials and schedules including development of clinical and curriculum brochures;
  • Facilitates delivery of clinical/training content using a designated communication vehicle;
  • Executes surveys and feasibility studies for policy formation and improvement of services;
  • Conduct training for other spoke participants in relation to the duties of a distance education coordinator;
  • Ensure quality data collection and analysis, and use data for decision making and course corrections to strengthen program implementation;
  • Coordinate and monitor the efficiency and effectiveness of the work of short-term consultants on technical implementation as statement of work;
  • Provide administrative and operational support for Hub team and Spoke participants, and act as liaison between hub and linked health facilities;
  • Assists with the development of clinical and curriculum brochures;
  • Coordinates the development and preparation of marketing and promotional plans and/or materials, as appropriate to the program;
  • Coordinates instructional course activities, which may include the logistics for distance delivery technologies;
  • Facilitates and enhances day-to-day operating relations with site coordinators and other stakeholders, as appropriate to the position.

Required Qualifications

  • Master’s degree in Public Health, Project Management or related field;
  • At least 7 years’ experience implementing and/or providing project management technical assistance of $5mil per year in donor-funded projects and in the design and implementation of health projects in HIV management; preferably in Uganda;
  • Demonstrated experience achieving HIV results;
  • Demonstrated experience leading an eLearning program in organizations, academia or hospitals to improve performance;
  • Skilled in at least two or more of the following technical areas: strengthening clinical service delivery performance; health care quality improvement; advocacy; social behavior change; and monitoring and evaluation;
  • Demonstrated in-depth understanding of Uganda’s healthcare system, experience living and working in Uganda preferred;
  • Familiarity with USG administrative, management and reporting procedures and systems;
  • Proven track record managing a project team composed of several technical experts and fostering team work;
  • Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas;
  • Excellent written, presentation, communication and organizational skills in English;
  • Ability to travel up to 30% of the time.
