Overview

Technical Director needed responsible for providing technical guidance, methodological and managerial support to all CDC components to accomplish the program objectives and targets with quality and safety while keeping the team engaged and motivated. This includes supervising day-to-day technical operations of the project considering all provinces where activities are implemented. Director will support the COP with the technical and programmatic strategies and will also be involved in the implementation and monitoring of the activities ensuring efficiency and effectiveness of the interventions, and providing regular feedback on improvements as needed. Director will also travel to the field to monitor the activities and ensure that the project is in compliance with the Jhpiego and donor rules. This position reports to the CDC Project Chief of Party and will supervise Project Components (VMMC, HTC-TB, GBV, WPS/IPC, HSS).

Responsibilities

  • Coordinate and supervise the development of strategies in all technical areas; male circumcision (VMMC); health testing and counseling (ATS), TB/Gender Based Violence (GBV)/DREAMS and HSS;
  • Coordinate the elaboration of the annual work plan of the components according to the goals and budget defined by Jhpiego and the CDC;
  • Review the literature and new publications and keep the team updated in the respective area;
  • Planning, implement, monitoring and supervision of activities in the field and in the technical teams, including preparation and approval of the monthly plan of the technical teams;
  • Ensure the efficiency in the use of the resources allocated to project implementation;
  • Monitor the financial management of the project implementation in each component;
  • Review and approve changes to approved monthly work plans;
  • Review and provide inputs for the preparation of technical and training materials;
  • Support the organization and implementation of training, supervision, monitoring of activities;
  • Write reports, proposals, papers, abstracts and other documents for the purpose of disseminating activities in your area of ​​responsibility;
  • Write and review technical reports to be shared with the Ministry of Health and the donor to ensure consistency, quality and completeness and guarantee the timely submission;
  • Develop and maintain strong working relationships with the donor, the Ministry of Health, as well as with other implementing partners, private sector partners and other key stakeholders in Mozambique to maximize resources and avoid duplication of effort;
  • Represent Jhpiego's interests, progress, achievements and lessons learned for key stakeholders, including the Ministry of Health, USG and partners in public and professional circles through meetings, conferences and presentations;
  • Provide support in the implementation of other programmatic activities and similar initiatives;
  • Maintain the team motivated and innovative.

Required Qualifications

  • Proficient Portuguese language skils;
  • Advanced degree in Public Health or related field;
  • Experience in providing technical and program support for project implementation;
  • 5+ years' experience supporting HIV/AIDS and/or male circumcision service-delivery programs including HTC, TB, PCI, Workplace safety, GBV/DREAMS, computer systems, care and treatment and strengthening of health systems;
  • Expertise and experience in the areas of HIV/AIDS including counseling and testing, VMMC, ART, PMTCT, TIO and palliative care, TB, PCI, GBV, DREAMS and HSS;
  • Experience in providing technical leadership to a large national program with several technical areas;
  • Skills to design strategies, work plans and to write reports and other documents;
  • Experience in working with government counterparts and non-government partners;
  • Sound knowledge of donor regulations and requirements (CDC) and Mozambican Government key priorities for the health sector;
  • Experience in developing and monitoring successful, replicable and sustainable programs in developing countries, especially in Mozambique;
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG missions, counterparts in the host country and representatives of other major stakeholders, such as NGOs, PVOs, the private sector and other donors;
  • Experience in translating research into practice - identifying best practices and adapting them to the realities of the project;
  • Leadership and communication skills;
  • Skills and experience in coordination with partners at senior level;
  • Ability to work independently, with responsibility and honesty;
  • Capability of leading by example (role model);
  • Be self-motivated, proactive and have a positive attitude to work requiring minimum supervision;
  • Be able to supervise staff and ensure team work, by effectively leading by example;
  • Availability to travel, both national and internationally.
