Position Mandate

Resonance is seeking Chief of Party candidates for anticipated USAID funded Monitoring, Evaluation, and Learning (MEL) contracts worldwide. The MEL contracts will provide support to USAID Missions and implementing partners. The support will include technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation (M&E) of the Mission’s portfolios in order to measure progress towards our development objectives and improve the achievement and sustainability of the missions development outcomes.

COPs will be responsible for overall leadership, management, and technical direction of the projects. As the project’s leader, the COP will be the principal project planner, designer, and implementer and will ensure that all deliverables are high-quality and delivered to USAID on time. They will be the primary point of contact (POC) with the Mission and will ensure all stages of project implementation work to meet Mission goals and priorities. As primary POC, they will work directly with the COR to drive internal project and Mission learning and will ensure that approaches are adjusted to respond appropriately and effectively to task resourcing and implementation requirements. The COP will be the key liaison between the respective USAID Missions and all other IPs and counterparts involved with the project. The position will be based overseas in developing countries.

Required Education & Experience

  • A Master's degree in international development, evaluation, economics, human and organizational systems, or other relevant areas.
  • Proven technical experience in monitoring, evaluation, and CLA. Familiarity with evaluation best practices.
  • At least fifteen (15) years of management and supervisory experience with a U.S. Government foreign affairs agency, international assistance organization, or nongovernmental organization.
  • Experience in human capacity development, social sector development, or civil society development.
  • Demonstrated experience liaising with high-level private and public sector representatives.
  • Proven ability to respond quickly to newly emergent tasks.
  • Demonstrated experience with adaptive management.
  • Demonstrated experience managing multicultural and diverse teams, with strong interpersonal skills.
  • Strong understanding of ADS requirements, the Program Cycle, USAID’s Evaluation Policy, the J2SR, Clear Choice, and other significant Agency initiatives required.
  • Superior written and oral communication skills.

Preferred Education & Experience

  • Ph.D. in international development, evaluation, economics, human and organizational systems, or other relevant areas. COP or Deputy COP experience of similar MEL platforms.
  • Familiarity with complexity-aware monitoring and change management.
  • Experience engaging with local organizations and stakeholders.
  • Experience delivering M&E training preferred.
