The position is located in the United Nations Development Coordination Office (UNDCO) Headquarters in New York.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

The Deputy to the ASG reports to the Assistant Secretary-General (ASG) and Director, Development Coordination Office (UNDCO).

Responsibilities

Within delegated authority, the Deputy to the ASG will be responsible for the following:

  • Supports the ASG in the strategic management of UNDCO operations; serves as Officer-in-Charge of UNDCO in the absence of the ASG.
  • Leads strategic work planning and management of results in UNDCO.
  • Supervises and undertakes performance management of UNDCO senior managers.
  • Manages and administers UNDCO and Resident Coordinator (RC) system budgets.
  • Supports the ASG in overseeing the strategic positioning and effective functioning of RC system, including of the RCs, Resident Coordinator Offices (RCO) and Regional Desks, in accordance with their respective mandates and under guidance from the Chair of the United Nations Sustainable Development Group (UNSDG) and UNSDG Principals.
  • Leads operational oversight of RC system, including overall responsibility for RC system financial resources, human resources, procurement, and common premises.
  • Engages in external relations and advocacy on behalf of UNDCO, the UNSDG and the RC system.
  • Develops strategic partnerships and mobilizes resources in support of the UNSDG Joint Fund for the 2030 Agenda and the UNSDG Coordination Fund.
  • Ensures the provision of effective communications regarding the results and impact of the RC System and oversees annual results reporting.
  • Manages and engages in the preparation of reports for presentation to interagency and intergovernmental bodies such as the UNSDG Inter-Agency Advisory Panel, High-Level Committees on Programmes and Management of the Chief Executives Board (CEB), Advisory Committee on Administrative and Budget Questions, Administrative and Budgetary Committee (Fifth Committee), Committee for Programme Coordination of the Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
  • Contributes to the formulation of overall strategies and policies by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the ASG; contributes to the overall management of UNDCO activities and operations.
  • Provides leadership to the development of innovative and/or change management programmes.
  • Formulates and implement the substantive work programme of UNDCO, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Oversees the management of activities undertaken by UNDCO, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within UNDCO, and with other organizations of the United Nations System, donors and agencies as appropriate.
  • Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by UNDCO maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by UNDCO meet required standards before completion to ensure they comply with the relevant mandates.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the UNDCO, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates.
  • Oversees the recruitment of staff for UNDCO, taking due account of geographical and gender balance and other UN principles; manages, guides and trains staff under his/her supervision; fosters teamwork and communication among staff in the UNDCO and across organizational boundaries.
  • Chairs meetings, seminars, etc., on substantive issues; represents the Organization at international, regional, inter-agency meetings, seminars and conferences; provides programmatic/substantive expertise on development issues and holds programmatic/substantive and organizational discussions with regional and other partner institutions.
  • Performs other related duties as requested by the Assistant Secretary-General.

Education

  • Advanced university degree (Master’s degree or equivalent) in international relations or public administration, law, social sciences, or a related area, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • Over fifteen years of progressively responsible experience in the management and coordination of development cooperation, including a minimum of ten years serving in leadership positions in-country (outside of the candidate’s country of origin) is required.
  • A minimum of ten years of experience at the international level with the United Nations Organization or other comparable international organization is required.
  • Demonstrated commitment to inter-agency collaboration through participation in UN development system coordination or equivalent, planning and reporting systems at the HQ, regional or country level required.
  • Demonstrated experience translating the SDGs at the country level and raising funds/creating investment coalitions for the Goals required.
  • Direct knowledge/experience of the UN Resident Coordinator System required.
  • Field experience in the context of emergency/humanitarian environments desirable.
  • Experience supporting inter-Governmental consultations desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.
