Overview

Maternal and Newborn Health (MNH) Advisor needed to provide technical and programmatic oversight and direction in the areas of MNH-Quality improvement and act as an integral part of Jhpiego/Guatemala team. The MNH Advisor responsibilities include providing leadership and technical guidance in the development, implementation and evaluation of MNH activities in a Quality Improvement Log frame. Under the leadership of the Technical Director (TD), the MNH Advisor will work to ensure the technical and methodological soundness of activities and, in collaboration with the project team, the MOH and partners, support the design of service delivery strategies, based on sound, current scientific evidence, and emergent illness as COVID-19.

Guatemala’s USAID programs aims to reduce newborn, child and maternal mortality and chronic malnutrition among children under five, and strengthen the capacity of the Guatemalan Ministry of Health (known as the Ministerio de Salud Pública y Asistencia Social [MOH]).

Responsibilities

  • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of MNH program activities;
  • Work with the MOH and key partners in reviewing, adapting and developing, evidence-based training materials, job aids, service delivery guidelines, supervisory systems, quality improvement (including Indicators) and other tools needed for implementation of Jhpiego/Guatemala to meet the needs of USAID and the Government of Guatemala;
  • Ensure technically sound and ‘people-centered’ approaches effective at impacting MNH coverage, quality and equity are integrated into programming and delivered;
  • Manage project implementation, including supervision, monitoring and use of data for decision making in partnership with the Technical Director, Ministry of Health, local organizations, and other USAID implementing partners;
  • Ensure community level stakeholders are part of the process for informing and shaping MNH aspects of the program;
  • Develop and implement capacity building strategies and activities with the MOH at central and county level for enhancing implementation of MNH programs, including capacities in MNH integration; (Day of Birth in example) beside adapt the training approaches and service provision in the COVID-19 Context;
  • Provide technical support and guidance on key program approaches for MNH, including the development of sustainable approaches to mentoring MNH providers;
  • Collaborate with the M&E team, and other project personnel, to support ongoing monitoring, evaluation and learning;
  • Maintain effective communication between relevant partners, including identifying, compiling, and disseminating relevant literature and tools;
  • Coordinate learning activities and leading efforts to translate data and findings into programmatic guidance and policy advocacy;
  • Identify training needs and assist in design/implementation of measures to address those needs;
  • Provide “train the trainer” sessions, site strengthening, in-service and/or pre-service education, follow-up and supportive supervision to project-supported health facilities, as required by program activities.

Required Qualifications

  • Fluent in oral and written Spanish and English;
  • Advanced degree in public health, epidemiology, nursing or behavioral/social sciences;
  • 8 years' maternal health experience;
  • Professional licensed health worker (MD,RN, CM, RNM);
  • Senior-level experience in advising and collaborating with the MOH at Central and county level;
  • Strong knowledge and experience in Quality Improvement approaches for Health;
  • Strong experience with social accountability approaches to improve service coverage, quality and equity;
  • Experience in quality improvement and use of data for decision making use;
  • Experience with USAID contracts;
  • Able to work independently and manage multiple tasks in a team setting with minimal supervision;
  • Strong skills in research design and implementation;
  • Computer literacy.
