Job Summary

The Vice President, Program Delivery oversees all FH field operations and is responsible for executing and delivering on the promises FH makes to partners, donors and those we serve, in measurable, tangible ways. Specifically, the position is responsible for and oversees FH’s Relief and Humanitarian Action (RHA); all regional and country offices; and any programs and/or projects that seek to impact those we serve. In addition, the role is responsible for ensuring that the voice of the field is amplified and integrated into our strategic directions, plans and actions, and that the organization is “field focused, field driven”.

Principal Responsibilities

Spiritual Leadership

  • Promote, model and safeguard our Christian, biblically based, integrated and relational approach in all we do.
  • Promote and support the organization’s understanding of and alignment with the Food for the Hungry Heartbeat at every level and across all structures and functional areas.
  • Continue professional growth as a leader by offering absolute candor, seeking the input of others, admitting when mistakes are made, initiating reconciliation when wrongs are committed, and being accountable to others.


  • Ensure the Program Delivery organization has the right people, in the right positions, at the right time, doing the right things the right way.
  • Ensure accountability, learning and development of the team.
  • Promote a global “one citizen” model of a unified workforce, irrespective of location.
  • Invest in and develop global leaders.


  • Build and steward a “Heartbeat” culture which is embraced and lived throughout the organization.
  • In collaboration with senior leadership, promote the mindsets, skillsets, and behaviors that make up a rewarding, empowering culture that allows staff to be the best version of themselves and that promotes shared success and mission impact.
  • Ensure that our culture is clearly defined, consistently communicated, actively modeled, and intentionally measured at all levels across Program Delivery.

  • Promote, empower and reward a rigorous and performance based culture.

Strategy and Representation

  • Ensure organizational strategic alignment.
  • Ensure Program Delivery thinks and acts strategically at all times, measures the effectiveness of strategic direction and choices, and learns and adjusts as appropriate.
  • Ensure that the voice of the field and those we serve is heard and included in our strategic decision making and priority setting.
  • Represent FH in appropriate global and local partnership fora, networks and communities.
  • Serve as the senior representative for FH with local governments; empower, appoint and support local country offices to engage with local officials.


  • Ensure we seek the right promises, make the right promises and keep the promises we make; deliver quality results that make a measurable difference in the lives of those we serve.
  • Provide effective leadership and management to all operational units, including country offices, regional teams / offices, and relief and humanitarian action.
  • Ensure projects and programs meet or exceed their objectives and key results.
  • Ensure projects and programs are implemented with quality and that the meet or exceed FH programmatic standards.
  • Ensure projects and programs practice effective knowledge management, learning, and adaptation.
  • Ensure projects and programs drive for results and do so in a way consistent with FH programmatic approach, ethos and theory of development.
  • Ensure all projects, programs and country offices are responsive to and collaborate with both private and public sector donors.
  • Develop, cultivate and maintain effective operational partnerships, both globally and locally, to facilitate effective program delivery.
  • Ensure the organization is in compliance with all international, national and local laws and labor regulations as well as the policies and requirements of the partnerships to which Food for the Hungry belongs and the best practices of our sector.
  • Implement and ensure safeguarding measures and standards (including those addressing physical and sexual abuse and harassment).
  • Drive for efficiency, simplicity, clarity and action.

Resource Acquisition

  • Promote, support and actively seek both private and public resources to enable FH programs to delivery impact.
  • In collaboration with public and private resource development teams at FH, encourage and support country offices and relief and humanitarian action to create and act on resource development plans.

Partnerships and Promotion

  • In support of the COO and others, encourage, promote and expand appropriate and value added partnerships and collaboration with external organizations and groups.
  • Promote the brand to relevant external stakeholders and audiences, particularly in the field.
  • Cultivate and promote targeted value added partnerships with local and global organizations and groups that increase FH’s ability to deliver our ministry and mission.


  • Promote effective and appropriate collaboration and integration within and between field operations, programs and other IFH business and support units.
  • Promote effective communication, planning and execution support between Country Offices, other teams in International Operations, as well as support functions of HR and Ministry Support Services.


  • Help position FH as a leader in our sector for effective and innovative program operations, impact and approach.
  • Manage the dynamic balance between core operations and exploring promising innovation.
  • Help create, test and improve “signature programs”.
  • Encourage, promote and support innovative thinking in staff across the portfolio.


  • Significant years of related experience, with at least several years in a global organization. Cross-cultural living and working experience highly desired.


  • Bachelor's degree.
  • Master’s degree preferred.
  • Advanced studies in international relief and development desired and beneficial.

Demonstrated appreciation for and familiarity with a relational style of work and management.
  • Communication: Effective oral and written communication and presentation skills.
  • Integrity: Ability to lead with integrity, candor, honesty and sensitivity.
  • Wellbeing: Experience developing and support individual and departmental wellbeing and positive employee engagement.
  • Managing change: Substantial proven ability in successfully managing and leading organizational development and change, including culture change.
  • Diversity and inclusion: Substantial experience with leading, promoting and working in a diverse, inclusive, cross-cultural environment.
  • Organizational skills: Excellent organizational skills; ability to plan and coordinate the efficient flow of projects and processes.
  • Analysis: Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Travel: Ability to travel up to 20% of time domestically and internationally, to fragile contexts, countries and/or locations.

Supervisory Responsibilities

Directly supervises all Regional Directors, and Relief and Humanitarian Action. Indirectly supervises all country programs and country offices. Part of the Executive Leadership Team. Responsible for FH entire operational portfolio of project and programs, and the instruments used to delivery FH services and make impact.
