Summary:

Blumont seeks an experienced Gender and Protection Technical Specialist to lead in the development and integration of gender equality and protection approaches into the planning, implementation, and monitoring of all current and future Northeast Syria (NES) program. This role will work in close collaboration with the Country Director, Program Managers, the M&E Manager and the HQ-based Program Quality and Learning Unit.

The Gender and Protection Technical Specialist will develop and roll out a gender and protection mainstreaming strategy, including tools and training for staff on their use. The Gender and Protection Technical Specialist will ensure robust gender and protection mainstreaming in program design and MEAL frameworks, the development of gender equality and protection strategies as well as build technical capacity of the Program Managers and field teams. The Gender and Protection Technical Specialist will further ensure that NES program activities target the most vulnerable, enhance safety, dignity, and promote and protect the human rights of beneficiaries without contributing to or perpetuating discrimination, abuse, violence, neglect and exploitation.

Responsibilities:

  • Conduct a comprehensive assessment of Blumont’s NES programs and provide recommendations to better incorporate gender and protection principles into the design, implementation, monitoring and reporting on programs
  • Based on the assessment, s/he will develop and roll out a gender and protection mainstreaming strategy for Blumont programming, including the development of relevant tools, technical resources materials, and training modules
  • Conduct routine program quality checks through field visits in Blumont target areas to ensure that programming is adhering to the relevant standards, including but not limited to the Do No Harm Framework, Minimum Inter-Agency Standards for Protection Mainstreaming, Minimum Inter-Agency Standards for Child Protection, the Inter-Agency Minimum Standards for GBV in Emergency Programming, and Sphere Standards
  • Review and operationalize feedback and accountability mechanisms, to ensure beneficiaries, staff and partners are able to provide feedback in an accessible/inclusive and safe way
  • Ensure that any reports or incidences related to GBV, SEA and child protection are managed sensitively and confidentially within the appropriate reporting structure, including regular training for staff on how to report and respond to incidences, and that any services and follow-up are provided in line with best practices and standard guidance and principles
  • Support MEAL team in ensuring MEAL frameworks for all projects include relevant indicators, lead gender and protection assessments, and develop specific tools, protocols and processes to collect and analyze data in alignment with gender and protection guidelines and train field staff in their use
  • Build the capacity of Blumont staff on protection mainstreaming and gender-responsive programming principles as well as effective community engagement on these issues throughout the project life cycle
  • Lead the development of gender and protection- focused awareness raising material
  • Represent Blumont in the Protection Working Group and other relevant cluster meetings to ensure coordination with I/NGOs and UN agencies in program target areas and stay up to date on the most recent initiatives and developments within the field of gender and protection
  • Work closely with all relevant Program Managers to integrate gender and protection mainstreaming within proposals, concept notes, and budgets upon request
  • Review project plans and budgets (or provide written guidelines for such a review) to ensure that adequate attention is paid (and resources allocated) to the promotion of protection and gender equality and women’s participation across all sectors
  • Conduct recruitment of relevant technical staff as needed.

Required Skills & Experience:

  • Advanced university degree in gender studies, international relations/development, international law, social sciences, social work, human rights or related discipline
  • At least 6 years’ technical/program management experience in gender equality, women’s empowerment, protection/child protection, and GBV programming in emergency contexts
  • Excellent analytical skills; ability to develop program tools; synthesize new information, research and evidence; and to use it to adapt current programming or design new programming
  • Strong knowledge of key principles, international conventions, national laws, policies and strategies related to gender equality, protection, child protection and women’s empowerment
  • Experience in donor/partner representation and ability to represent Blumont effectively in external technical forums, particularly with respect to protection, child protection and gender-based violence
  • Excellent writing skills and successful proposal development experience
  • Experience in conducting assessments and developing training programs
  • Experience working for an international organization is preferred
  • Experience integrating protection concerns in programming
  • Strong communication skills and ability to lead discussions/meetings
  • Demonstrated interpersonal skills and respect for people with special need and other vulnerability
  • Flexible and able to work in a dynamic and diverse environment
  • Willing to travel and spend 30%+ in NES
  • Fluency in spoken and written English; Arabic is an asset.
