POSITION SUMMARY:

Winrock is recruiting a Chief of Party for a five-year U.S. Agency for International Development (USAID) Countering Trafficking in Persons III (CTIP III) activity to strengthen the capacity of the Government of the Islamic Republic of Afghanistan (GoIRA) and civil society to prevent, combat and respond to Trafficking in Persons (TIP), focusing on border areas and regions with high levels of vulnerability to TIP, to benefit all participating provinces. CTIP III will focus on prevention, protection, prosecution, and building national and regional partnerships and will build on previous efforts and current activities.

This position is contingent upon award.

ESSENTIAL RESPONSIBILITIES:

The Chief of Party (COP) is responsible for overall leadership, program management, supervision, administration, and implementation of the program in collaboration with a small US-based team and a network of country coordinators, partners, and consultants. They will lead coordination with the USAID mission, public and private sector stakeholders, and other development partners.

The coordination of the staff and stakeholders will require strong communication and management skills. The COP will be responsible for all aspects of the CTIP III activity, including technical, administrative, management and operational. As the primary point of contact with USAID, the COP will be responsible for coordinating and otherwise communicating with USAID, for timely submission of all written reports and other deliverables, and for ensuring quality control and overall responsiveness to meeting the objectives of the program. The COP should have strong professional writing and communication/public presentation skills. Prior experience in the country/region is strongly desirable.

QUALIFICATIONS:

  • Successful candidates will have strong management skills as well as relevant experience implementing programs to combat trafficking in persons, promote safe migration, and increase government capacity. Specific experience and specialization in at least two of the following is required: human trafficking, labor migration, legal reform and policy advocacy, referral mechanisms, government capacity building, and/or monitoring & evaluation of trafficking programs. Significant program management experience and leadership is highly desired.

Education:

  • Master’s level degree required, in international development, management, social science, human rights, education, economic development, law, public policy, or other related field of study.

Technical:

  • Applicants must have a minimum of 5 years of demonstrated leadership experience managing capacity building, safe migration and/or human trafficking programs. Experience in government capacity building strongly preferred.

Qualifications:

  • Ten or more years of progressively responsible international or international-related experience working in conflict-affected environments;
  • A minimum of five years’ experience in countering trafficking in persons, gender sensitive and human rights programming in a Muslim context;
  • Expertise in developing working relationships with the private sector, promoting social change, development and empowerment of people and communities and managing implementation of trauma-informed approaches;
  • Demonstrated skills in communications, behavioral and norm change issues;
  • Demonstrated skills in strategic planning, management, coordination, and budgeting;
  • Demonstrated skills in progressive supervision (both staff and consultants);
  • Excellent reporting, writing, and presentation skills.
